This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The Position is with the Futures and Concepts Center, G-3/5/7 Analysis Division Fort Eisenhower Georgia duty station. The incumbent will serve as an Operations Research Analyst providing cost benefit analysis.
Duties
Serve as an Operations Research Analyst with a focus on cost-benefit analyses.
Evaluate existing and proposed cost benefit analysis using analytical tools and mathematics to maximize effectiveness of operations.
Review and analyze data, estimates and/or reports, e.g. system performance analyses, quantity estimates, Acquisition Program Baselines, Selected Acquisition Reports, and Cost Factors (Installation, Weapon System, and Unit).
Present study results, findings, conclusions, options, and recommendations to higher commands.
Use general mathematical analysis, sampling, queuing, other statistical techniques, and automated mathematical models to determine cost benefit.
Apply subject matter expertise to ensure. sound cost estimating principles and statistical analysis practices are incorporated into estimates.

- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- A one year probationary period may be required in accordance with agency policy.
- This Position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
- Due to the nature of this position, employees may be required to work both planned and unscheduled overtime.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for 1515 Operations Research Analyst:
Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
One year of specialized experience which includes which includes: 1) using the principles, practices and methods used to determine, estimate, and analyze costs, including determination of lifecycle costs, application of cost models and evaluation of cost realism; 2) applying operations research techniques and performing analysis, given specific guidance on methodology and interpretations; 3) demonstrated skill in written and oral communication sufficient to present concepts and concept development plans to leaders. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
Education
