You will serve as an Industrial Engineer or Operations Research Analyst in the Systems Acquisition Group, Cost and Schedule Analysis Department, Sustainment Cost Estimating and Analysis (SCE&A) Division of of NAVAIRWARCENAC DIV.

Duties

You will perform analyses for systems in all phases of the life cycle (development, production, sustainment) and involve state-of-the-art engineering and manufacturing techniques. You will perform detailed analyses on operating and support costs of Naval Aviation aircraft weapon systems. You will prepare cost estimates to support the Planning, Programming, Budgeting, and Execution (PPBE) requirements, program reviews, logistics management reviews, and other management decisions. You will acquire the knowledge needed to maintain their technical proficiency in the area of cost analysis (theories, methods, techniques, tools, training etc). You will contribute to change and growth within the Cost Department by assisting in the research and development of new tools, techniques, processes, and training. You will provide expert guidance on ensuring the appropriate contractual cost and schedule reporting requirements are applied for upcoming procurements and Government projects. You will develop and maintain metrics for tracking process documentation, deployment, proper application, and end-customer utilization (e.g., SWPs, SSPs, etc.). You will develop and provide process-focused internal one-on-one, team targeted, classroom, and computer based training to Department analysts. You will ensure cost estimating principles, processes, techniques, and tools are applied properly, ensuring that all cost products are accurate, timely, and consistent.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12/13 (DP-04) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Led a Sustainment Cost Analysis team or major activities within a cost team. 2. Use Cost Department policies and procedures to build, present and defend sustainment cost analysis products. 3. Demonstrate the ability to provide leadership for a complex program and associated sustainment cost team. 4. Demonstrated the ability to provide assignments and training to junior cost team members in support of the customer while developing the skills and ability of the junior team members. Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

0896 Series:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

1515 Series:
Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics.
