Duties
Major Duties
The incumbent is the Telecommunications Specialist for the Blue Ridge Parkway, a Unit of the National Park Service.
The incumbent has full technical and broad management responsibility for maintenance, modification, and, as required, installation, relocation and activation of the Park's independent digital narrowband radio communication system, including a microwave backbone system carried across multiple sites/towers located in Virginia and North Carolina. The incumbent plans, self-performs, or directs all technical work, including investigating, analyzing, testing, diagnosing and correcting all system problems and malfunctions, as well as defective or inoperative radio and telecommunication equipment, to restore or insure continuous system operations. Provides direct support to the Park central dispatch operation and field staff, as well as maintaining mobile and portable radio units.

Asheville, North Carolina - The duty station is located on the Blue Ridge Parkway at the Oteen Maintenance Area (mile post 382 on the Blue Ridge Parkway), which is located in Asheville, North Carolina. All goods and services are available in Asheville and the surrounding communities.
Qualifications
All qualifications must be met by the closing date of this announcement-04/11/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:
SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. knowledge of electrical wiring and distribution theory to meet the National Electrical Code; experience with spectrum analyzers, frequency measuring instruments, signal generators, oscilloscopes, audio analyzers, and volt/ohm/ammeters; demonstrated knowledge of OSHA safety requirements related to repair of telecommunication equipment specifically related to tower climbing and emergency rescue procedures; thorough knowledge of laws, rules, regulations, policies and procedures in the telecommunication field to insure compliance. Must possess a professional level knowledge of telecommunications from both a program management and technical viewpoint in order to analyze traffic loads and flow, and equipment design, specifications, and capabilities. You must include hours per week worked.
