Duties
This position is located in the Office of the Secretary, Office of Management Support Services (MSS). The incumbent serves as a Special Assistant to the Director of Management Support Services. The Special Assistant performs a wide range of recurring and non-recurring duties/assignments, special projects, and administrative functions. The incumbent is responsible for managing the operations, communications, and decision-making processes. The incumbent provides leadership and management oversight for effective operations, including protocol and liaison functions, speaking engagements, budget, human resources, travel, Freedom of Information Act, special projects, etc. The incumbent focuses on maintaining relationships with other agency heads throughout the DOL and officials of other branches of the Federal government. The role of the incumbent is that of an advisor on policy and operational issues and related matters of confidential and administrative support nature.
Works closely with the Secretary of Labor, Director of MSS, and other senior staff in the Office of the Secretary to undertake high-priority scheduling and projects of special interest to the Secretary of Labor. Projects cross agency lines of authority and are often of a confidential or sensitive nature.
Proactively assists the Executive and senior staff in coordinating management planning, policy, and decision making sessions. Analyzes issues, goals, and initiatives to support day to day executive management operations and administrative functions.
Identifies critical needs and issues requiring immediate attention for the office; ensures maximum functioning of the office's internal operations, and implements systems and processes that facilitate the day-to-day functioning of the office.
Investigates issues to establish the nature and scope of identified problems and define the array of alternative methods and techniques available to resolve them. Assignments require the personal consideration or decision of the Secretary of Labor.
Employs proper scheduling, project management, risk management, performance management, and communication techniques. Ensures the enforcement of proper policies and procedures, including internal controls, and applying corrective actions when necessary.
Performs other duties as assigned.
Requirements
- Must be at least 16 years old.
- Must be a U.S. Citizen.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
You must meet the Basic Requirements listed in the Education Requirements section and the Specialized Experience to qualify for Special Assistant, as described below.
For GS-09: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-07 in the Federal Service.
Qualifying requirements for GS-09 are as follows:
Specialized Experienceis the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-09 includes:
Providing administrative or operational support to executive leadership or their offices. Examples of executive leadership may include Senior Executive Service in the federal government or Chief Executive Officers or Presidents in the private sector.
Handling logistics or scheduling of multiple offices or organizations, such as arranging meetings, coordinating calendars, arranging travel, or planning activities and events.
Maintaining confidential files, information, communications, etc, and maintaining the confidence of those within the organization especially from supported principals.
You may also qualify by meeting education requirements:
Master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
