This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located at Naval Medical Center San Diego in San Diego, California. A recruitment or relocation incentive may be authorized. Salary negotiation may be available for those candidates who are new to Federal service. Student Loan repayment may be authorized.

Duties

Perform testing in the laboratory ranging from routine to complex testing on blood and bodily fluids in accordance with established Standard Operating Procedures and Policies. Verify correct instrument operation using established procedures and quality control checks. Assist in training hospital laboratory personnel, staff and students in the performance of laboratory testing. Operate laboratory computer system which includes placing orders, logging samples, and entering test results. Interpret laboratory testing results.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• This position is a Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing.
• A pre-placement medical examination is required.
• Must be able to obtain and maintain current Basic Life Support (BLS) certification through the American Red Cross. Advanced certification (e.g., ALS) does not supersede BLS.
• Applicants must be able to fulfill non-privileged professional credential requirements.
• Moderate to heavy lifting up to 30 pounds is required.

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement: Medical Technician Specialized Experience: One year of specialized experience which includes working in a clinical laboratory performing the full range of procedures such as specimen processing, specimen shipping, chemistry, urinalysis, hematology, serology, phlebotomy, immunohematology and/or bacteriology. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). OR Education: One full year of graduate level education in a field directly related to the work of the position, such as medical technology, chemistry, or biology. NOTE: You must attach a copy of your transcripts for verification. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. AND Certification Requirement: Certification from the American Society for Clinical Pathology (ASCP), American Medical Technologist (AMT) or other board or registry deemed comparable by Office of the Assistant Secretary of Defense for Health Affairs (OASD(HA)) or their designee as a Medical Laboratory Technician (MLT); Medical Technologist (MT); or Medical Lab Scientist (MLS) is required.
