This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The MEPS play a vital role in maintaining the nation's military might by ensuring that each new member of the Armed Forces meets the high mental, moral & medical standards required by the DoD and military services. This position will be filled on a permanent basis.

Duties

Assist examining Medical Officer with applicant examination and identification of disqualifying enlistment/retention factors and/or determination of applicant’s fitness for military duty. Perform Medical Technician duties (i.e., collect and process medical specimens, perform laboratory testing, monitor and stock medical supplies, etc.). Ensure proper maintenance of medical testing/evaluative equipment. Provide technical guidance to subordinates. Verify applicants’ identity using previously captured biometrics (i.e., digital fingerprints and photographs). Lead Medical Exam Function team.

Requirements

  • You will be required to provide proof of U.S. Citizenship.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is designated as non-sensitive and requires a personal security background investigation.
  • This position is subject to annual seasonal influenza vaccinations. Applicants tentatively selected for this position will be required to sign a statement consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • A pre-placement medical examination is required.
  • Applicant must be able to pass a color perception (vision) examination.
  • Applicant must be physically able to perform (demonstrate) and evaluate military physical aptitude (maneuvers) tests.
  • Applicant must undergo blood testing on a yearly basis.
  • Incumbent is required to submit to blood tests on a yearly basis.
  • This position requires the incumbent to use restrictive and protective clothing such as surgical gloves and non-exposing footwear.
  • This position may require occasional Saturday work and occasional shift work (before 0600 and after 1800 hours).
  • This position requires incumbent to successfully complete Military Health System (MHS) GENESIS Training in order to access the MHS GENESIS System within 30 days of on-boarding and/or as required.
  • This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience for GS-07: Applicants must clearly identify in their resumes that they possess one year of specialized experience at the next lower grade level (GS-06) or equivalent. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, including: Measuring vital signs of applicants/patients (i.e., taking blood pressure, pulse, respiration readings); Collecting specimens (i.e., blood, urine, tissue) from lab or directly from patient; Cleaning and/or sterilizing medical equipment; Performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking; Analyzing results of medical tests; Electronic Health Record familiarity (MHS Genesis). The OPM Qualification Standard provides the following examples: (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below: Education Substitution for GS-07: Successful completion of one full year of graduate education in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position such as Medical Technology/Technician, Medical Assistant, Nursing, Emergency Medical Technician, or Paramedic. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. (Note: You must attach a copy of your transcripts).

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
