Duties
You will serve as a FINANCIAL MANAGEMENT ANALYST in the DCOS for Financial Management (N8), RPN Budget (N82), of Navy Reserve Forces Command.
You will prepare three annual Reserve Personnel Navy (RPN) Budget Submissions to higher authority based on published guidance from Navy.
You will routinely prepare responses to budget questions, reclamas, and tasking to justify each submission.
You will continually monitor execution of assigned RPN budget programs against approved plan.
You will identify deviations from the plans, analyzes causes, and formulates and proposes solutions.
You will plan and analyze all components of pay and allowances, special pays, travel and per diem entitlement of officer and enlisted Navy Reservists related to various training and inactive duty training budget programs.
Requirements

- Relocation incentives as described in 5 USC 5753 may be authorized in accordance with applicable regulations. PCS is not authorized.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience utilizing personnel, manpower and financial systems used in management of Reserve Personnel Navy (RPN) appropriation
Experience working with Navy Reserve systems (NROWS/DTS/RIMS (FM)DJMS, etc.)
Experience identifying and resolving budgetary problems such as development of alternative methods of funding
Experience formulating budget estimates for programs in which funding requirements have changed significantly and displaying analytical skills to the identification, analysis and conceptualization of budgetary problems and development solutions.
GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience assisting in utilizing personnel, manpower and financial systems used in management of Reserve Personnel Navy (RPN) appropriation.
Experience assisting with working with Navy Reserve systems (NROWS/DTS/RIMS (FM)DJMS, etc.).
Experience assisting in identifying resolving budgetary problems such as development of alternative methods of funding.
Experience assisting in formulating budget estimates for programs in which funding requirements have changed significantly and displaying analytical skills to the identification, analysis and conceptualization of budgetary problems and development solutions.

Education
SUBSTITUTION OF EDUCATION FOR EXPERIENCE
Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position for the GS-11 position:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
