You will serve as a CONSTRUCTION SCHEDULE ANALYST in the Capital Improvements Business Line
of NAV FACILITIES ENGINEERING COMMAND SE.
Duties
You will analyze contract fund status reports to determine if the contractor's progress and expenditures compare with negotiated estimates.
You will monitor and evaluate contractor progress under construction to present findings to management.
You will research and collect supporting documentation for growth and or new work for contract modifications.
You will maintain statistical correlation of all funds associated with assigned projects to ensure compliance with regulations and requirements.
You will implement solutions using negotiation, conflict resolution or leadership skills, to obtain results that support organizational or mission requirements.
You will determine the feasibility or impact on cost and scheduling of proposed changes to the production process.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Incumbent must file an annual Financial Disclosure Statement, OGE Form 450.
- You will be required to obtain and maintain a current valid United States driver's license.
- The work is generally sedentary with periodic need for site visits involving walking, climbing, bending and crawling to assess or inspect existing and new facilities and generally traversing construction sites.
- You may be required to wear protective clothing such as hard hats, reflective vest, hard-toed boots, safety glasses, and ear protection. Other wear such as safety harnesses, coveralls, and gloves may be required for certain situations.
- Work may be performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) The incumbent is the expert schedule analyst and must have a through level of understanding construction scheduling techniques used by industry as well as extensive practical experience with the development and successful application of such technique to specific contracts and large-scale programs where contractors have requested equitable adjustments and claims in the millions of dollars. 2) Mastery of scheduling programs, forecasting techniques and critical path methodology to gather and evaluate contractor schedule and technical performance.
