This position is responsible for managing the following programs: Climate Change Response; Communications, Outreach, and Training support; and Legislative Affairs support. The position provides supervision and oversight of programs that entail the mission, functions, projects, activities, laws, rules, and regulations for which the Bureau/Office is authorized and funded by statute to administer and enforce.
Duties
Major Duties of the Program Manager position include, but are not limited to the following:
Manage cultural resources historic preservation grants programs, oversee all the administrative functions throughout the Directorate, and supervise the staff of the Administration and Financial Assistance Division and the Business Office.
Oversees professionals conducting the review and compliance activities as required for federal grant programs to include Section 106, 110, of the National Historic Preservation Act, the National Environmental Policy Act, and tribal consultation under various and relevant federal laws, regulations, and executive orders, as well as agency policy.
Responsible for overseeing administration of grant assistance awards.
Serves as the Directorate's primary functional authority on grants management, historic preservation planning, and technical assistance and compliance for financial assistance programs.
Responsible for oversight of the CRPS budget including formulating current and future needs, allocating funds and executing budget and financial operations.
Qualifications

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-15 grade level, you must possess all of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-14 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience includes all of the following: (1) managing and supervising program(s) and employees; (2) oversight of financial, human resource, procurement and/or administrative operations; (3) oversees the administration of grant and/or financial assistance programs. You must include hours per week worked.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
