The following are the duties of this position at the full working level.
The incumbent serves as an analyst to HCSP and the HCO on the evaluation of the effectiveness and efficiency of assigned programs and services. The employee has broad responsibility utilizing independent judgement in accomplishing various analytical studies relating to substantive human capital
programs and services addressing the needs and challenges of the IRS human capital management. Provides program management and analysis on a variety of critical human capital programs as necessary to enhance organizational efficiency and productivity. The work impacts OHRS, HCO and IRS business units. The incumbent's work requires substantial expertise to plan, manage, and lead broad and complex programs, guidelines and strategies that support implementation of human capital priorities, programs, and strategic plans, under a wide-reaching umbrella of support for the Service.
Supports the strategic vision of the HCO. Conducts analysis and studies within human resources which directly impact human resource directives, policies, and regulations. Exposure and influence into pre-decisional discussions and policy initiatives with senior executives within the HCO which directly affect IRS workforce. Facilitates discussions regarding sensitive issues with senior HR executives that focuses on supporting the health of the organization include, but not limited to hiring, workforce planning, diversity and inclusion, strategic planning, training and development, and employee engagement.
Analyzes and evaluates various HCO programs using quantitative and qualitative measures. Identify and develop data required for use in the management and direction of programs.
Works to ensure assigned programs or projects are initiated and processed in a timely manner to meet established parameters.
Prepares directives, issuances, memoranda, policy statements, and other written work products and provides recommendations for program improvements. This includes developing the framework and parameters for establishing new programs, determining program requirements comply with regulatory requirements, making recommendations to leadership and establishing metrics. Incumbent will use metrics to influence alternative courses of action to drive improvement to HCO leadership.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-13 LEVEL: To be eligible for this position at this grade level, you must meet the requirements below. To be eligible for this position you must have at least one year of specialized experience equivalent to the grade 12 level performing management and program analysis work. Examples of specialized experience include: Experience serving as staff advisor and liaison between management and appropriate functions on all matters pertaining to administrative and management issues; planning and coordinates programs, projects, or processes; assisting and acting in a confidential capacity to an official who formulates or effectuates management policies; monitoring organizational activities to ensure timeliness, consistency and completeness; experience reviewing responses, reports, and memoranda to develop consolidated responses on behalf of the organization; experience formulating a budget and monitoring budget activist to achieve organizational objectives.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
