The HUD VASH Social Work Supervisor is responsible for all administrative and clinical functions related to managing HUD VASH staff at the VAMHCS Baltimore locations. Incumbent workload will consist of 50% administrative and 50% Clinical work load. The Supervisor establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system.

Monitor assigned tasks such as HOMES data entry, compliance with regular reporting requirements and other products or projects requested or assigned. Monthly reviews of employee's clients charts to ensure professional and hospital standards are met. Timely submission of completed reviews relevant to maintaining employee's professional standing through the Medical Staff Office and Professional Standards Boards such as Focused Professional Practice Evaluation (FPPE) and Ongoing Professional Practice Evaluation (OPPE). Be available to provide guidance and direction for ethical concerns and reports of abuse, neglect and exploitation of Veterans and their families. Provide crisis intervention services and programmatic guidance, in collaboration with the HCHV Coordinator. Monitor all fiscal transactions and ensure that all payments are made in a timely manner. Serve as a point person for all fiscal issues related to Homeless Grant Per Diem and Contract Housing. Assist the Associate Chief of Staff/ CIS and other CIS leadership in the research, writing and other preparations of requested reports from VISN, VACO, Executive and Congressional branch representatives. Performs the administrative and personnel management function relative to supervised staff. Incumbent will have established guidelines and performance expectations for staff clearly communicated through the formal employee performance management system. Observes employee's performance, demonstrates and conducts work critiques, provides informal feedback and periodically evaluates employee performance. Works to resolve informal complaints and grievances, develops work improvement plans and recommends personnel actions as necessary. Provides counsel to employees in work and administrative matters and is involved in disciplinary matters as appropriate to the authority delegated. Incumbent reviews, approves/ disapproves leave requests and ensures employees fully comply with time and leave policies. Ensures employees are trained and in compliance with all safety regulations. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Meets the qualification standard for the GS 12 Social Work Program Coordinator as defined in See VA Handbook 5005, Part II Appendix G39, Social Worker Qualification Standard GS-185 Veterans Health Administration. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. To be appointed under authority of 38 U.S.C., chapter 73 or 74, to serve in a direct patient-care capacity in VHA, applicants must be proficient in written and spoken English. Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Must be licensed or certified by a state at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to independently organize work, set priorities, and meet multiple deadlines. Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services. Ability to provide staff training and development. Skill in interpersonal relationships in dealing with employees, team leaders, and managers May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Preferred Experience: Prefer Supervisory Experience and Prefer experience with the homeless population. A. Professional knowledge of the principles and practices of social work and social work care management for patients with a wide range of physical, mental health, and psychosocial problems. B. Knowledge of the psychosocial, medical and mental health issues common in OEF/OIF service members and Veterans following deployment to a war zone. C. Mastery of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness and advocating for the special needs of the population. D. Comprehensive knowledge of VHA, VBA, and other government entitlement programs and benefits available to OEF/OIF service members and Veterans, including community resources and services for the disabled, local peer counseling programs or groups, and Federal laws or regulations regarding the disabled. Comprehensive understanding of Federal laws and regulations, VA policies, and resources applicable to OEF/OIF Veterans. E. Knowledge of the requirements of the Mental Health Uniform Services Handbook, and the VHA's Care Management goals, objectives, and guidelines. Knowledge of the sequence and timing of key program events and milestones and methods of evaluating the worth of program accomplishments. F. Demonstrated skill to plan, organize, direct work and negotiate effectively with management to accept and implement recommendations where the proposals involve substantial agency resources and require extensive changes in established procedures. G. Demonstrated skill in both oral and written communication with a wide variety of individuals.H. Ability to operate a personal computer with a variety of software in order to enter required information on patient care issues.
