Duties

Reviews grazing permit applications to ensure compliance with appropriate federal law and regulations. Ensures that the impacts to the range and grassland ecosystems are properly documented and mitigated. Works with senior Rangeland Management Specialists to conduct monitoring studies and determines the need for range and watershed improvements that are directly related to management objectives. Participates in the gathering, analysis, interpretation and evaluation of monitoring data to determine if land use objectives are being met. Provides input to interdisciplinary reports, environmental assessments resource management plans, and protective stipulations for rangeland ecosystems. Works closely with senior specialists in coordinating and consulting with local Tribal Councils, State agencies, special interest groups and other federal agencies. Learns to develop Allotment Management Plans (AMPs) in accordance with land use management plans. Plans, manages, produces, and implements allotment evaluations for assigned allotments. Learns to utilize automated equipment and systems such as the Rangeland Administration System (RAS). Conducts studies to address rangeland management concerns and objectives. Participates in monitoring and surveying activities that may impact sensitive shrub and grasslands. Serves as a rangeland resource consultant and advisor to numerous ranchers, farmers, and other land users in an assigned area. Serves as an interdisciplinary member for field office planning and NEPA documentation efforts as needed. Reviews range permits applications to ensure compliance. Authorizes livestock use, process crossing permits, transfers, perform case file updates, and execute unauthorized use actions, range use adjustments and exchange-of- use authorizations.

Qualifications

In addition to the basic requirements, to qualify at the GS-05 level you must meet the following: Specialized Experience: To qualify for the GS-05 Rangeland Management Specialist, you must meet the basic requirements. In addition to the basic requirements, to qualify at the GS-07 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-05 level equivalent in difficulty and complexity to perform the duties of a Rangeland Management Specialist. Qualifying specialized experience includes: planning and conducting range studies; monitoring and surveying activities; utilizing automated equipment and systems; communicating technical and non-technical information to a variety of audiences; and assisting higher level professionals with grazing applications and permits. OR Education: To qualify based on education you must have one (1) full year (18 semester hours) of graduate-level education in a related field of study. OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the difficulty and complexity to do the work of this position. OR Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: The work is sedentary but may occasionally require some physical exertion such as walking over rough, uneven, or rocky surfaces and exposure to extreme temperatures. The field duties of this position require that the employee operate four-wheel drive vehicles on and off roads in isolated areas. Work Environment: Work is performed in the office and field locations under a variety of topographic and climatic conditions.

Education

This position has a positive education requirement which requires that you have a degree:
  1. Degree: Range management; or a related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences, and natural resources management, as follows:
    • Range Management -- At least 18 semester hours of course work in range management, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements, and ranch or rangeland planning.
    • Directly Related Plant, Animal, and Soil Sciences -- At least 15 semester hours of directly related courses in the plant, animal, and soil sciences, including at least one course in each of these three scientific areas, i.e., plant, animal, and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production, and soil morphology or soil classification are acceptable.
    • Related Resource Management Studies -- At least 9 semester hours of course work in related resource management subjects, including courses in such areas as wildlife management, watershed management, natural resource or agricultural economics, forestry, agronomy, forages, and outdoor recreation management.
OR
  1. Combination of education and experience: At least 42 semester hours of course work in the combination of plant, animal, and soil sciences and natural resources management shown in A above, plus appropriate experience or additional education.
