The incumbent serves as the Lead MSA responsible for training new and existing schedulers within in the VANCHCS. The incumbent reports to the Office of Community Care (OCC) and provides training and competency assessment for all employees performing scheduling duties in the Community Care.
Duties
Major duties include, but not limited to:
The core function of the Lead MSA Trainer is to train all new and incumbent schedulers (MSAs, Health Technicians, Nurses, and various other providers) on a standardized and comprehensive training program to ensure accuracy of scheduling and business operations of MSA duties.
Responsible for related scheduling competency evaluation, arranging training space and subject matter experts to facilitate training, evaluation, and program development.
The incumbent applies specialized knowledge and experience to operate, coordinate, and promote a comprehensive program of staff education.
Works closely with clinical and scheduling staff in all areas of OCC to ensure that scheduling directives, programs, and policies are compliant with VHA scheduling directives and guidance.
Works with all facility staff to identify and develop continuing education programs for facility quality improvement.
Conducts formal and informal in-service and continuing education programs based on identified needs.
Provides training to all staff with the scheduling option, utilizing adult learning principles and appropriate teaching aids when applicable.
Reviews, analyzes, and evaluates training courses and programs to assess their quality and effectiveness.
The incumbent is proficient in computer skills. This includes but is not limited to CPRS, Visual Aid, VistA, HSRM, REFDOC and the incumbent will become equally proficient on VistA Scheduling Enhancement (VSE).
Work Schedule: Monday - Friday, 8:00AM - 4:30PM, Subject to change based on the needs of the agency.
Telework: Ad-Hoc; Telework and Alternative Work Schedules may be available for the position, but this will be based on your ability to grasp the tasks provided to you on a regular and recurring basis.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Advanced Medical Support Assistants must be proficient in spoken and written English in accordance with VA Policy.
Grade Determinations:
GS-7 Lead MSA Experience.
One year of experience equivalent to the next lower grade (GS-06) level.
In addition to the one year of specialized experience at the next lowest grade (GS-06) level, candidates must demonstrate the KSAs below:
i. Advanced knowledge of medical terminology and a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or community resources.
ii. Ability to utilize numerous advanced patient systems in support of multiple clinics in an interdisciplinary setting.
iii. Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines.
iv. Skill in communicating with individuals to obtain the desired effect and coordinating with a variety of interdisciplinary care team staff.
v. Ability to provide staff development and training.
vi. Ability to manage staffing requirements, manage workflow priorities, and adjust the flow of work to meet team and patient needs. This includes the ability to follow-up on pending issues and demonstrate an understanding of the impact of incomplete work across multiple clinics.
