This vacancy is for a Supervisory Program Manager in the Economic Development Administration within the Department of Commerce. In this position, you will lead a team that develops and implements strategies, technology improvements, and data analytics that focus on customer service delivery.

Duties

As a Supervisory Program Manager, you will: Manage and administer enterprise-wide digital transformation activities which result in shifting customer, stakeholder, and employee behaviors towards bureau technology strategies that enhance EDA customer interaction. Lead a team that develops and implements strategies, technology improvements, and data analytics that focus on customer service delivery. Advise the CFO and senior bureau leadership as the lead resource for interpreting, communicating, and troubleshooting operational technology issues and decisions. Relating to the organization's needs, uses, and replenishment of technology to strategic and policy guidelines. Direct the development of and maintain a defined strategy with clear objectives to guide the digital transformation of program operations and business functions. Develop aspects of the organization's strategy to ensure alignment between technology and business goals/processes, merging recommended technologies with the strategic business objectives of the organization. Serve as a resource to identify, procure and implement new technologies that yield advantages. Manage the integration of digital technologies, such as social, mobile, analytics and cloud, in the service of transforming program business operations. This Job Opportunity Announcement may be used to fill other Supervisory Program Manager GS-0340-15 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. To qualify at the GS-15 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as: Leading and implementing technology improvements and Information Technology (IT) programs consisting of new technologies or information systems (including electronic, digital, or telecommunications) within an organization to improve business processes and meet organizational requirements; and Managing IT projects including the acquisition of new technologies and the oversight of project teams. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
