About the Position: Serve as a Civil Engineer (Structural), Regional Technical Specialist for the U.S. Army Corps of Engineers, Great Lakes and Ohio River Division (LRD).
Situational telework as determined by agency policy.
This is a competitive upgrade to an encumbered position. Selectee remains at their current LRD District location, no vacancy exists.
Duties
As a district, regional, and national technical expert in structural engineering, provides consulting, review, mentoring, and assistance on a wide variety of complex civil works projects.
Provides expertise and mentoring on Project Delivery Teams (PDT) and Review Teams. Serves as a regional technical specialist for structural design aspects of navigation, flood control, and other civil works engineering projects.
Serves on Agency Technical Review (ATR) Teams, quality assurance (QA) and other review teams for home district, regional or national basis.
Structures requiring engineering expertise are commonly large and complex and may have features without precedent.
Technical expertise is recognized and used throughout the MSC, and often by other USACE organizations, other governmental entities, or private firms.
Navigation projects include locks and dams with specific features including, but not limited to: lock miter gates, sector gates, lock emergency gates, tainter valves, complex filling and emptying systems, and dam crest gates.
Flood control projects include flood walls, concrete spillways, gate closure structures, pumping stations, sewer and drainage structures, and channel improvement structures.
Port and harbor structures include mooring structures, sheet-piling structures, break waters, piers, and docks.
Lead teams in or independently perform inspections and assessments of hydraulic steel structures, concrete structures, and bridges in support of Operations and inspection programs.
In construction, provide support to the Construction Engineering staff by coordinating the review of transmittals, shop drawings and RFI's by the engineering team and assisting with the resolution of complex construction issues.
Serve on Agency Technical Review (ATR) Teams, quality assurance (QA) and other review teams for home district, regional or national basis.
Develop memos and reports based on field observations and as a technical expert recommend remedial actions for deteriorated or damaged structures.
Perform quality assurance inspections (at the jobsite or at fabrication facilities) of structural components and features.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes advising on structural engineering aspects of navigation, flood control, and civil works engineering projects; design of structural features for navigation structures; and performing quality assurance reviews on structural engineering projects.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
