About the Position: Serves as a Explosive Safety Specialist to the ERDC Safety and Occupational Health Manager for the U.S. Army Engineer Research and Development Center (ERDC) at Vicksburg, MS. Provides support of the research and development program while assisting the ERDC Safety and Occupational Health Manager's execution over a full range of safety and occupational health programs.
Duties
Serves as the technical expert and explosives safety specialist governing the Explosive Safety Management Program .
Develops explosives safety policy governing occupational safety criteria, guidelines, standards, etc., affecting research and development activities, occupational and subject matter areas.
Monitors the effectiveness of explosives safety policies and procedures across the ERDC that present potential safety and health hazards to military, civilian and contractor personnel, equipment, and the public.
Provides continuous monitoring of ERDC’s explosive program to remain compliant with established policies and regulations.
Reviews and analyzes explosives safety compliance through software applications such as Explosives Safety Siting (ESS), calculators for risk-based operations, and range analysis.
Provides technical assistance and guidance to senior leaders, management, and employees on matters relating to compliance with the application of Army, USACE, and OSHA Standards and Regulations.
Collaborates and works closely with other departments, including operations, logistics, and environmental health and safety, to integrate explosives safety measures into overall safety management systems.
Identifies and analyzes hazards for the purpose of developing and recommending changes in operating policies and procedures to achieve program objectives and advise management and employees on compliance .
Inspects, or supervises, safety surveys of explosives storage facilities and operations. Plans, schedules, and conducts comprehensive safety and occupational health inspections of assigned research and support activities.
Researches standards and regulations, conducts special studies in complex areas and provides guidance on safety requirements activities in widely varying missions and functions geographically dispersed worldwide.
Assists in program management by championing specified ERDC-wide safety and occupational health programs, including the Range Safety Program and Ammunition and Explosives Program.
Reports and investigates accidents. Advises employees and management on proper accident reporting and enters data into electronic information systems. Analyzes accident data and develops appropriate countermeasures.
Coordinates with occupational health personnel to implement medical surveillance program for medical screening of employees exposed to toxic materials or physical hazards.
Performs other duties as assigned.
Plans, organizes, and evaluates safety program standards, policies, and training.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is covered by the Civilian Drug Abuse Testing Program and is subject to random Drug Testing.
- Business travel may be 25% or less
- One-year probationary period may be required

Specialized Experience: One year specialized experience which includes which includes 3 of the 4: 1. develop and present lectures, briefings, and training classes to employees, supervisors, and managers, (2) coordinate laboratory-level safety committee meetings and activities, (3) participate in safety governance at multiple echelons with key employees, management, and senior leaders, and (4) report and investigate accidents. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service DJ-02 (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: safety or occupational health.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DJ-0017-03 (equivalent to GS-11/12). In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, Laboratory Demonstration Project employees must have a current average performance score of at least 2.5 or equivalent (fully successful rating) for promotion consideration.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-10).
