The purpose of this position is to provide protective services in guarding government building, property and safeguarding occupants and patient and visitors in and around the clinic and the federal housing area. This position is located in Chinle Service Unit, Division of Quality Management, Safety and Security Department, Chinle, Arizona. The duty station consists of Chinle Comprehensive Health Care Facility (CCHCF), Many Farms Dental Clinic, and all the IHS Federal Housing at each facility.

Duties

NOTE: Competition for Security Guard positions is restricted by law to persons entitled to veterans' preference as long as such applicants are available for appointment. Distributes and balances the workload in accordance with established workflow. Estimates and reports on expected time of completion of work, and maintain records of work accomplishments and time expended and prepare production reports as requested. Gives on the job training to new employees in accordance with established procedures and practices. Resolves simple, informal complaints of employees and refer others to supervisor. Checks alarms, locks, fences, gates or other barriers mechanism to ensure security. Locks and opens locked doors, locks, fences, and gates. Patrols areas of quarters or employee housing and the hospital grounds and installation perimeters to detect faulty fences and equipment, trespassing violations, and attempted theft of Federal of personal property. Patrols the clinic outside the buildings and surrounding grounds to prevent theft or damage to federal property, equipment, tools, supplies, and other real or personal property. Responds to complaints or reports of alleged disturbance and or potential crimes to irate customers. Prepares various kinds of legible written reports for encounters with individuals such as complainants, witnesses, disruptive employees, and disruptive visitors about unsafe conditions, storage or location of materials including personal property that are vulnerable to theft or damage, accident reports, locating an employee during the evening or night shift hours when they did not report to work, and or any other kind of reports that describe events as they happened and that could be used in future actions. Deals with patients who want to leave against doctor's orders or before discharge, and or standing by patients in or by ER Department who are suicidal or want to hurt themselves. Enforces and directs speed limits of traffic to control the movement of vehicles and pedestrians on the government premises during disaster events and or during drills.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Candidate must have 52 weeks of specialized experience equivalent to the GS-05 grade level to qualify for the GS-06 grade level. Specialized Experience (for positions at GS-4 and above): Experience such as work with a Federal, State, municipal, local, or private protective organization that involved the protection of property against such hazards as fire, theft, damage, accident, or trespass; or maintaining order and protecting life. Such experience must have provided a knowledge of protective systems and techniques. Acceptable experience includes service in the Armed Services or Coast Guard that involved the performance of guard duties on a regular or intermittent basis. For Security Guard positions in a hospital setting, experience as a psychiatric nursing assistant or a similar position safeguarding patients is qualifying. GS06: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Distributing and balancing workload. Giving on the job training. Resolving simple, informal complaints of employees. Monitoring work conditions. Working with a Federal, State, municipal, local, or private protective organization that involved the protection of property against such hazards as fire, theft, damage, accident, or trespass. Maintaining order and protecting life. Patrolling areas of quarters, employee housing, hospital grounds, clinic, and surrounding grounds. Performing emergency traffic duties. Monitoring and controlling of surveillance system. Responding to complaints or reports. Monitoring perimeter, preparing various written reports, submitting workorders when issues arise. Investigation of Fitness A character investigation may be conducted on applicants selected for employment. The purpose of such an investigation is to secure evidence of the candidate's honesty, integrity, general character, and loyalty to the U.S. Government. Such investigations will be conducted under the security requirements of the hiring agency. Medical Requirements The duties of these positions require moderate to arduous physical exertion and/or duties of a hazardous nature. The following medical requirements apply to all applicants: good near and distant vision, ability to distinguish basic colors, and ability to hear the conversational voice. Agencies may establish additional, job-related physical or medical requirements provided that the specific position(s) involves the arduous or hazardous duties to which the requirements relate. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
