The Assistant Chief of Mental Health (MH) manages the day-to-day administrative and clinical aspects of the services delivered at the Substance Use Disorder-Residential Rehabilitation Treatment Program (SUD-RRTP), Community Resources and Referral Center (CRRC), Mental Health Intensive Community Mental Health(MHICM), Psychosocial Rehabilitation and Recovery Center (PRRC), and Local Recovery Coordinator (LRC), Recreational Therapist and our Peer Support Services.

Duties

Duties are but not limited to: Administrative Responsibilities: 85% - The Assistant Chief of MH is responsible for day-to-day management and operational oversight of the SUD-RRTP, CRRC, MHICM and PRRC Programs. - The Assistant Chief supervises and oversees services provided by our LRC and Recreational Therapist, and Peer Support Services. - Provides leadership, guidance, and coordination of multidisciplinary staff to ensure the provision of comprehensive and quality services to meet the needs of Veterans served. - Supervises a group of employees performing work at various GS levels and across organizational units, specialty areas and programs providing administrative, personnel, technical and clinical supervision necessary for accomplishing the work of the unit/service including outreach efforts and efforts at other sites within a HealthCare System. - Organizes and leads leadership team meetings to meet organizational goals. - Plans work to be accomplished by team leaders and program managers, including establishing priorities, timelines for completion and necessary adjustments therein. - Ensures optimal collaboration across program teams, to include effective communication, resource sharing, and transfer of patients across a continuum of services. - Monitors compliance of program managers, coordinators, team leaders and members with VA performance measures and effectively shapes provider practice patterns to improve standing on performance measures. - Functions as the supervisor of record for management area team leaders/program managers, establishing guidelines and performance expectations for staff, which are - clearly communicated through the formal employee performance management system. - Observes workers' performance and demonstrates and conducts work performance critiques which are communicated informally and periodically in the employee performance management system. - Provides input on the performance evaluations for administrative staff within the section. - Provides clinical supervision, as appropriate, to assigned team leaders and members regarding adherence to Hershel "Woody" Williams VAMC clinical and legal standards and policies, documentation of CPRS procedures, and the clinical management of difficult, complex, and dangerous patients. - Resolves formal and informal complaints and grievances. - Develops work improvement plans, recommending personnel actions as necessary. - Provides advice and counsel to workers related to work and administrative matters. - Effects disciplinary measures as appropriate to the authority delegated in this area. - Ensures timely access to care of patients assigned to each team, in accordance with local and national policies. - Conducts ongoing program evaluation and data-driven quality improvement projects that monitor the effectiveness of clinical operations within their respective program(s). - Develops and implements information systems to track service activities including visits, referrals, inpatient days, patient demographics, equipment utilization and patient satisfaction. - Has oversight for various fund control points assigned to the Mental Health Service. The incumbent manages and controls the use of data related to these programs regarding the day-to-day functioning and program evaluation. - The incumbent ensures that all applicable Homeless performance measures are met and NEPEC data is completed accurately and in a timely manner. Clinical Responsibilities: 15% - The employee will provides treatment for beneficiaries with general psychiatric disorders in a variety of treatment, including tele-mental health. - The employee must be skilled in Psychotherapy and Psychopharmacology. Must be able to provide a comprehensive clinical summary/psychiatric summary. - The employee will ensure accreditation requirements are met including reviewing checklists compliance for JCAHO and CARF and/or HAP. - The employee shall document patient care in the patient chart via the Computerized Patient Record System. Training regarding the use of the Computerized Record System will be provided by the VAMC. All Documentation shall be completed in accordance with VA policy and procedures. The documentation requirements are noted in the clinical pertinent reviews given to each employee. - The employee shall follow all VA guidelines regarding infection control and safety. - The employee will be assigned to treatment teams and adhere to team meeting responsibilities. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: You must hold a Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are: (1) Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or (2) Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted. (3) For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.] [ NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. § 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area. Licensure/Certification: Physicians must possess a current, full and unrestricted license to practice medicine or surgery in a state, territory, or Commonwealth of the United States, or in the District of Columbia. The physician must maintain current registration in the state of licensure if this is a requirement for continuing active, current licensure. Residency Training Requirement: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), OR [(2) Those approved by the American Osteopathic Association (AOA), OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Physician Staff Requirement: Assistant Chief of Mental Health Service Chief must must demonstrate the following:(a) Outstanding professional ability in the practice of medicine or a medical specialty; AND (b) Ability to guide the development and implementation of programs within their respective domain. These programs would include, but are not limited to medical practice, professional standards, personnel issues, and quality and performance improvement.
