The Assistant Chief of Mental Health Service (MHS) is directly responsible for the effective management, functioning, and coordination of patient care services throughout all areas of the medical center MHS staff are assigned. The incumbent works collaboratively with the Chief, MHS and other service line administrative personnel to develop, evaluate and maintain effective mental health services and programming throughout the medical center and in selected community-based settings.

Duties

Duties are but not limited to: Administrative Responsibilities: 85% - The Assistant Chief of MH is responsible for day-to-day management and operational oversight of the SUD-RRTP, CRRC, MHICM and PRRC Programs. - The Assistant Chief supervises and oversees services provided by our LRC and Recreational Therapist, and Peer Support Services. - Provides leadership, guidance, and coordination of multidisciplinary staff to ensure the provision of comprehensive and quality services to meet the needs of Veterans served. - Supervises a group of employees performing work at various GS levels and across organizational units, specialty areas and programs providing administrative, personnel, technical and clinical supervision necessary for accomplishing the work of the unit/service including outreach efforts and efforts at other sites within a Health Care System. - Organizes and leads leadership team meetings to meet organizational goals. - Plans work to be accomplished by team leaders and program managers, including establishing priorities, timelines for completion and necessary adjustments therein. - Ensures optimal collaboration across program teams, to include effective communication, resource sharing, and transfer of patients across a continuum of services. - Monitors compliance of program managers, coordinators, team leaders and members with VA performance measures and effectively shapes provider practice patterns to improve standing on performance measures. - Functions as the supervisor of record for management area team leaders/program managers, establishing guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. - Observes workers' performance and demonstrates and conducts work performance critiques which are communicated informally and periodically in the employee performance management system. - Provides input on the performance evaluations for administrative staff within the section. - Provides clinical supervision, as appropriate, to assigned team leaders and members regarding adherence to Hershel "Woody" Williams VAMC clinical and legal standards and policies, documentation of CPRS procedures, and the clinical management of difficult, complex, and dangerous patients. - Resolves formal and informal complaints and grievances. - Develops work improvement plans, recommending personnel actions as necessary. - Provides advice and counsel to workers related to work and administrative matters. - Effects disciplinary measures as appropriate to the authority delegated in this area. - Ensures timely access to care of patients assigned to each team, in accordance with local and national policies. - Conducts ongoing program evaluation and data-driven quality improvement projects that monitor the effectiveness of clinical operations within their respective program(s). - Develops and implements information systems to track service activities including visits, referrals, inpatient days, patient demographics, equipment utilization and patient satisfaction. - Has oversight for various fund control points assigned to the Mental Health Service. The incumbent manages and controls the use of data related to these programs regarding the day-to-day functioning and program evaluation. - The incumbent ensures that all applicable Homeless performance measures are met and NEPEC data is completed accurately and in a timely manner. - Provides leadership in hiring of new staff members for each program, which may include constructing job announcement(s), preparing functional statements or position descriptions, rating applications, interviewing and selecting final job candidates. Clinical Responsibilities: 15% - Provides a full range of integrated psychological care to Veterans with mental health disorders , including psycho-diagnostic assessment, individual and group psychotherapies, collaborative care management, evidence-based integrated psychotherapies, motivational interviewing, and other services both in person and through tele-health technology when required. Produces timely, appropriate documentation of care in accordance with agency policies. - Provides diagnostic evaluations, treatment planning and functional evaluations for mental health disorders. - Consults with health care providers of all disciplines regarding care for patients on a wide variety of patient care issues. - Provides clinical support to patients in MH crisis needs. - Responds to consult requests in a timely manner. - Completes administrative activities in support of patient care, such as treatment planning and documentation of care. Qualifications

BASIC REQUIREMENTS: The basic requirements for employment as a LPMHC are prescribed by statute in 38 U.S.C. §7402(b)(11). To qualify for appointment as a LPMHC all applicants must: Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.g.).b. Education. Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling. Licensure. Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. NOTE: It is VHA policy that a LPMHC who does not yet have a license that allows independent practice must be supervised by a licensed independent practitioner of the same discipline who is a VA staff member and who has access to the electronic health record. GRADE REQUIREMENTS: In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-12 grade level. The experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Examples of specialized experience are: Provides treatment to patients with complex needs including multiple mental health diagnoses, and numerous psychosocial issues, using independent judgment. Provides clinical consultation to less experienced staff which may include coordinating crisis situations. Provides clinical supervision to LPMHC staff and/or LPMHC trainees, and may serve as the subject matter expert for the discipline. Develops behavioral health related training curriculum and often conduct trainings for clinical staff. Meets routinely with inter- professional team members and leadership to communicate about program and patient issues for in depth problem solving. Collaborates with internal and external stakeholders and frequently serve as a liaison. DEMONSTRATED KNOWLEDGE, SKILLS, AND ABILITIES: In addition to meeting the KSAs for the GS-12 grade level, the candidate must demonstrate all of the KSAs below: 1. Ability to make judgments and decisions associated with program management. 2. Ability to monitor program outcomes using data driven quality assurance process. 3. Ability to develop productivity standards appropriate to each service provided. 4. Ability to manage a wide range of programs which include the operation and management of key clinical, training or administrative programs
