About the Position: Function as the District Contracting Chief in Huntington reporting to the Regional Contracting Chief (RCC) and acquiring all necessary commodities in support of the District mission. You will also function as the principal procurement official and primary contracting officer vested with unlimited monetary authority and Contract Officer on all significant (high dollar, complex, or special interest) contracts.
Duties
Applies highly developed professional knowledge of contracting principles and theory.
Determines work schedules while balancing priorities and District needs.
Hears and resolves employee complaints, group grievances, and more serious actions recommended by subordinate supervisors.
Refers unresolved major problems to the RCC or District Commanders.
Uses innovation to incorporate new requirements for unique acquisitions.
Develops acquisition strategies for complex procurements that often require innovative or streamlined approaches.
Designs and structures subordinate positions to ensure optimum effectiveness and economy.
Adapts to changing procurement policies and regulations.
Serves as business advisor to the Deputy District Engineer (DDE) and Commander.
Briefs senior leadership at District, Division and HQ.
Develops long range organizational plans and goals.
Evaluates District contracting programs through reports, program review and analysis, and periodic discussion with staff.
Requirements
- A Secret Security Clearance is required.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting certification within 48 months as of entrance on duty.
- This position requires submission of a Confidential Financial Disclosure Report (OGE 450) upon entry, and annually thereafter.

Basic Requirement for Supervisory Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes performing as a technical subject matter expert to ensure Federal contracting regulations and strategies are adhered to and implemented within an acquisition/procurement program for an organization; Managing major contractual actions, including actions related to military design and construction projects, occurring concurrently; Formulating comprehensive acquisition policies and plans to effectively utilize contractual/acquisition resources and accomplish an organization's goals; Developing systems to evaluate and monitor contractual performance; Supervising or leading a team setting and evaluating performance; and Planning and negotiating for necessary resources to support a Contracting function. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13 or above).
