You will serve as a Contract Specialist in the Contracting Department of NAVAL FAC ENGINEERING CMD WASH.
Duties
You will develop contractual strategies to be used and procurement plans considering a wide variety of pertinent issues such funding, number and competence of sources, delivery requirements, and other contingencies.
You will utilize automated procurement systems (e.g., Standard Procurement System , Navy Electronic Commerce On-Line (NECO), Federal Business Opportunities (FEDBIZOPS)) to conduct market research and develop contractual and procurement documents.
You will perform all contractual pre-award functions to include determining the need for clauses to cover special conditions, such as inspections and acceptance, liquidated damages and government furnished equipment/property.
You will determine appropriateness and reasonableness of proposed labor, material, overhead rates, escalation rates, and profit by utilizing audits and other available sources, including consulting with technical experts.
You will communicate with contractors to clarify contractual requirements, special provisions and monitor the contractor performance over the life of the contract.
You will review all completed official contract files to ensure all contractual requirements are satisfied, there are no pending administrative or litigation actions to be resolved and certify the contract is ready for final payment.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to obtain and maintain a current valid United States driver’s license.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This is a bargaining unit position.
- This position may require travel from your normal duty station to include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing technical statistical reports and evaluating price and/or cost data to carry our pre-award and/or post-award government procurement actions; 2) Advising and assisting technical representatives on procurement requirements and regulations for work involving architect and engineering services, support contracts, construction and environmental services; 3) Administering contracts with technical specifications and special contract provisions (e.g., firm fixed price, cost reimbursement, incentive provisions); and 4) Evaluating contractor claims or proposals to execute settlement agreements related to government contract terminations.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.)
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
