Salary: $86 962 - 113 047 per year

Serves as the Supervisory Security Specialist/Security Officer located at a designated field office of the United States Section, International Boundary and Water Commission (USIBWC). Manages the implementation and operation of facility special operations, including security, emergency management, and safety functions to protect lives and property from incidents including terrorism criminal acts, vandalism, damage, sabotage, trespass, theft, fire, or workplace accidents.

Duties

Performs supervisory duties to include assign and review work. Implements internal management controls for assigned assessable unit(s). Identifies and evaluates the field office's need for protection and security. Conducts long range planning for security enhancement measures and security requirements. Provides guidance, assistance, and administrative support to the overall agency security programs. Plans and conducts internal and administrative investigations. Performs emergency management planning.

Requirements

  • You must be a U.S. Citizen or Naturalized U.S. Citizen.
  • You must meet one or more criteria in the Area of Consideration section.
  • You must obtain and maintain a favorable background investigation and a Secret clearance.
  • You may be required to serve a one-year probationary period.
  • You may be required to serve a one-year supervisory probationary period.
  • You must possess and maintain a valid U.S. Motor Vehicle Driver License, without impeding restrictions, and issued by a U.S. state, the District of Columbia, or a U.S. territory.
  • You must successfully complete a pre-employment medical examination.
  • You must successfully pass a pre-employment drug test and pass periodic testing thereafter. A positive result will prevent employment OR subject you to disciplinary action or removal from the position.
  • You must be able to possess and carry a firearm.
  • You must successfully demonstrate firearm proficiency in accordance with agency directive.
  • You must obtain and maintain first aid, cardiopulmonary resuscitation (CPR) and automated external defibrillator (AED) certification.
  • You must be able to lift and carry up to 44 pounds unassisted and over 44 pounds with assistance.
  • You must be able to sustain periods of substantial walking, bending, stooping, standing, crouching, stretching, and reaching which will be evaluated during the pre-employment medical examination.
  • You must complete and submit the required confidential financial disclosure report upon entrance on duty and annually thereafter.

Qualifications

Qualifications must be met by 04/02/2024 Minimum Qualification Requirement - To qualify for this position, you must also have: Examples of Specialized Experience is defined as: interpreting and applying personnel security policies, procedures, methods and techniques relevant to the protection of personnel and information within facilities; applying personnel security concepts, principles, practices, procedures, laws, regulations, practices, and precedent decisions to review, analyze, and resolve difficult and complex security problems; coordinating multiple security objectives and implementing plans for the protection of information, personnel, property, facilities, and agency operations; applying security program policies to specific operating requirements and developing guidance for applying security policy, procedures, techniques, equipment, and methods for levels of security controls; inspecting operating security programs for adequacy, efficiency, and need for improvement; implementing security program instructions, providing authoritative interpretations and guidance to management officials and other security specialists; resolving issues involving conflicting security requirements; planning changes in staffing levels, work priorities, and adjust work schedules; composes and submits reports pertaining to work load and production data; applying knowledge of the Homeland Security Presidential Directive 12 requirements to agency security programs; effectively interact with internal and external customers at varying levels, to communicate multiple security administration practices and procedures; operating a motor vehicle such as a van, pickup, and sedan. Time in Grade (TIG):Current and former Federal employees must have a minimum of 52 weeks at the next lower grade level to be eligible under Merit Promotion procedures. Although no specific amount of experience, education or training is required, applicants must meet a minimum level of ability in relation to the position and the Assessment Questionnaire in order to be rated qualified for consideration. To be qualified candidates must meet any screen out element(s) listed at an "acceptable" level and must achieve an average rating of at least "acceptable" on all of the elements. Only education, training, or experience acquired before the closing date will be considered.
