The Director of Professional Services position is located in the Division of Professional Service for the Fort Yuma Health Center in Winterhaven, CA. The incumbent has overall supervisory and managerial responsibility for planning, organizing, coordinating, and controlling overall clinical operations through subordinate supervisory staff members. This position reports directly to the Chief Executive Officer.

Duties

Participates in the development and implementation of both long and short term policies and plans for the Health Center. Reviews the management of various internal operations and activities in terms of organization structure and functional operation, utilization of resources and effectiveness in meeting intermediate and long-range program objectives. Directs the development and implementation of Professional Services department procedures and controls to promote communication and adequate information flow among all clinic departments. Advises the Chief Executive Officer concerning external relationships and may represent him/her in meetings and contacts with the federal, state, and tribal entities. Provides leadership, direction and in the administration of operations to insure compliance with established objectives and quality of health care services.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Individual Occupational Requirements BASIC REQUIREMENT(S): Education: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: GS-13: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-12 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Served as a member of the an executive leadership team, providing critical information, professional clinical expertise, and recommendations for strategic insight and solutions to issues related to the health care environment; Participate in the development of strategic plans; long-range goals, objectives, and strategies to meet the healthcare goals of the organization; Responsibilities for planning, organizing, coordinating, and ensuring clinical ancillary operations; Management of supervisory clinical staff (i.e. Laboratory, Pharmacy, Nutrition/Dietetics, Physical Therapy, Radiology/Medical Imaging, and Social Work); Maintain and ensure compliance with applicable regulations, governing bodies, and the rules of accrediting organizations; Provide consultations to leadership related to conflicts in jurisdiction, functional responsibilities, need for policy implementation, problem areas, or other urgent issues; Perform program/policy analysis; submit recommendations for program and/or policy change/modifications in accordance with all policy, directives, and program implications regulatory requirements. Review and resolve grievances, employee complaints, make decisions related to disciplinary action(s). Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
