THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a FACILITY OPERATIONS SPECIALIST-TITLE 5, Position Description Number PDT5211000 and is part of the KY CFMO, National Guard.

Duties

As a FACILITY OPERATIONS SPECIALIST-TITLE 5, GS-1640-11, you will receive, verify and coordinate approval of ARNG construction, maintenance, and repair project requests. Develop planning documents to determine characteristics of projects by applying criteria outlined in publications and regulations. Prepare project estimates to include manpower and material costs. Provide guidance on the development of facilities operations and maintenance methods, standards and techniques. Recommend and implement preventive maintenance procedures for operational facilities. Review historical maintenance data and create reports. Assist facility managers in determining safe, effective, and economical use/operation of ARNG facilities. Implement the Army Energy Program, Energy Savings, and Energy Conservation Investment Program. Oversee the preparation and monthly submittal of installation utility data to the Defense Energy Information System Program. Interpret economic impact of energy laws and policies and analyze energy alternatives. Coordinate fire prevention and protection activities, and identify security and fire safety equipment requirements. Coordinate with military, federal, state and local government agencies on matters concerning fire prevention, protection and suppression. Plan, schedule and coordinate work of subordinates. Review organization mission, functions, and manning. Accept, amend, or reject work submitted by subordinates. Assess and revise policies and procedures as needed to improve quality, timeliness, and efficiency of work. Perform other duties as assigned. Qualifications

MINIMUM REQUIREMENT: Experience which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least one (1) year experience at the next lower level in the normal line of progression through federal service (GS-09) or equivalent experience in the private or public sector that demonstrates the experience and knowledge of applying a comprehensive range of principles, concepts, and practices concerning equipment, facility, or service operations with complicated technical requirements that have no clear precedent or plan. Experience overseeing and implementing a program involving the identification and resolution of difficult issues or problems. Experience preparing budgets based on plans for maintenance, repair work, new construction alteration projects, replacement of existing equipment, or increase in services and processes to ensure program effectiveness. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
