The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.
Duties
This position is within the Directorate of Identity Intelligence. The selected candidate will be responsible for leading Identity Intelligence efforts focused on known or suspected terrorist biometric and biographic information. The selected candidate will work with data from across the Intelligence Community and other sources. The selected candidate will be responsible for ensuring that policies and procedures are applied consistently and accurately to the Terrorist Identities Datamart Environment (TIDE) database and ensuring the integrity of the data used to populate TIDE with international terrorist identities information.
Communicate regularly with internal and external peers and counterparts to collaborate on technical exchange meetings for next generation identity intelligence systems.
Analyze numerous, complex, and diverse biometric data sets to provide direct operational, engineering, and analytical support focused on providing fused, integrated biometric intelligence support to TIDE customers and the greater IC.
Assist in managing, initiating, cultivating, and maintaining cooperative and productive relationships with individuals in the ODNI, IC, and USG.
Enhance current and plan future processes by developing use cases, acceptance criteria, and workflows. Utilize a variety of biometric tools to conduct image and video editing.
Conduct accurate and timely biometric searches; obtain biometric identifiers from foreign partners and law enforcement for the inclusion in TIDE.
Qualifications
Thorough knowledge of biometric tools and capabilities within the IC.
Experience in the collection of, processing of, or obfuscation of biometric files.
Thorough knowledge of specific technical characteristics of biometric files to include a comprehensive understanding of thresholds, biometric comparison programs, and specific USG collection systems.
Ability to identify the originating organization of biometric files.
Experience in conducting one to one biometric comparison.
Bachelor's degree in a related field or equivalent job-related experience that would provide the necessary knowledge, skills, and abilities to be able to perform the functions of the position proficiently.
