Duties

Manages and directs the activities and functions of the AAOF including flight operations; proficiency training of aviators and crewmembers; aviation safety and the organizational, direct support, and limited general support maintenance of all assigned aircraft. Performs the full range of supervision involved in program management, work assignment and review, technical responsibility, and personnel management. Provides planning, policy, technical, and administrative direction to a work force divided into two primary functions - Operations and Logistical Support - plus one or more administrative support positions. Workforce is highly diverse ranging from pilots and flight operations specialists in Operations to aircraft mechanics and various specialized equipment mechanics. aircraft inspectors. and supply support positions in Logistical Support. Assigns work to subordinates based on priorities, selective consideration of the difficulty and the requirements of the assignments, and the capabilities of the personnel. Sets performance criteria and evaluates performance of subordinates. Gives advice, counsel, or instruction to individual employees on both work and administrative matters. Interviews candidates for vacant positions and recommends applicants for selection. Recommends subordinates for selection. promotion, or reassignment. Hears and resolves complaints from employees. Refers grievances and the more serious complaints to higher level supervisors. Effects minor disciplinary measures. Recommends action in more serious cases. Identifies developmental and training needs of employees. Evaluates employee performance and discusses evaluations and work improvements with subordinates. Implements, promotes, and effectively supports equal opportunity for all personnel and follows provisions of labor agreements and applicable directives pertaining to personnel management. Responsible for supporting the State ARNG aviation program and ensuring that adequate aircraft and aviators are available to accomplish assigned aviation missions. Such missions include but are not limited to aviation support of other nonaviation units, developing and maintaining high level aviator skills, participating in and support of military exercises and operations, training and preparation for mobilization, and responding as necessary to aviation requirements in natural disaster or state emergency situations. Oversees the standardization. currency, proficiency, safety, and maintenance programs of the facility. Standardizes methods and procedures of flight instruction and flight proficiency for the facility and may fly with pilots and assigned aviators in assigned aircraft to assure the validity of methods and procedures and conformance to Aircrew Training Manual requirements. Responsible for the planning and supervision of an extensive and comprehensive pilot and crewmember training program including Additional Flight Training Period (AFTP) program. May serve as a member of boards pertaining to pilot flying status such as Federal Recognition Board, Flying Evaluation Board, Aircraft Accident Board and flight Standardization Hoard. May attend conferences on aviation or allied subjects, participating with representatives of other services, officials of civic organizations, or city, state, and Federal Government. Manages assigned fiscal, material and personnel resources by determining the organizational structure within manning and budgetary restraints and guidelines and ensures that optimum use is made of all assigned resources through effective management techniques. Responsib1e for proper utilization of aircraft in the performance of all missions both tactical and administrative. Oversees the aviation maintenance function and ensures maintenance of assigned and supported aircraft in accordance with established procedures. Manages the flight test program following repairs and ensures that all operational aircraft are airworthy. Responsible for the overall safety program for the facility. Formulates, monitors, and when required or directed, executes the Aircraft Pre-accident Plan, hurricane or severe weather evacuation plan, search and rescue plan and area disaster plan. Serves on aircraft safety and aviation policy boards, groups, and committees. Ensures a file of regulations and publications is maintained and kept current pertaining to National Guard, Army Aviation, FAA, and state requirements, etc. Responsible for maintenance of official individual flight records. Screens aviation school applications and makes recommendations to ensure advanced aviation training is provided. Manages and maintains an effective training program for aviators. crewmembers, and support personnel to develop and maintain advanced aviation skills and tactics, such as Nap-of-the-Earth (NOE) flying and use of night vision devices (NVD). Performs other duties as assigned.

  • MOS REQUIREMENT: Due to the nature of this position, you must currently hold an MOS in the 15 series.

  • APPOINTMENT FACTORS: Excepted/Warrant/Officer in the Alaska Army National Guard.
  • MILITARY GRADE REQUIREMENT: Due to the nature of this position, the minimum military grade is Chief Warrant Officer (CW2/W2) and the maximum military grade is Captain (CPT/O3).
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

  • May occasionally be required to work other than normal duty hours; overtime may be required.

Qualifications

GENERAL EXPERIENCE - Must have a competent understanding of the occupation's basic principles and concepts. Applicants should have a minimum of one year on-the-job experience in the grade (or a comparable military rank) immediately below the next higher level. SPECIALIZED EXPERIENCE is experience which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position. GS-12, Warrant Officer - Must have at least 24 months of specialized competencies in operating a specific main-frame military aircraft, mission planning, and mission preparation. Experienced in reviewing and analyzing mission tasking, intelligence, and weather information. Experienced in filing flight plans and conducting crew briefings. Experienced in aircraft preflight inspections, aircraft loading, and equipment assessments. Experienced in performing or supervising work procedures involved in navigation, in-flight refueling, search and rescue operations or surveillance and reconnaissance. Competent in conducting or supervising the training of crew members in simple to complex mission specific tasks. Experienced in developing plans and policies, monitoring operations, and advising commanders. Knowledge is required in flight theory, air navigation, meteorology, flying directives, mission tactics, and operating procedures. Experienced in the unit flying, explosive, and ground safety programs in accordance with Department of Defense, Department of the Army, National Guard Bureau, and/or Occupational Safety and Health Administration policies, regulations, and directives. GS-12, Officer - Must have at least 24 months experiences in instructing others in a specific air-frame/military aircraft. Competent to complete various piloting administrative tasks performed in support of Army National Guard aviation programs. Skilled to instruct others to pilot military aircraft on a regular and recurring basis. Experienced in the aviation unit quality control management programs; plus, skilled in the unit flying, explosive, and ground safety programs in accordance with Department of the Army, National Guard Bureau, and Occupational Safety and Health Administration directives. Experienced in following directives, regulations, accident reports, safety data, and local operating conditions to determine unit safety program requirements. Experienced in coordinating with appropriate agencies to ensure compliance with all applicable safety regulations and programs. Experienced in one or more missions such as, air-to-air; air-to- ground; mortar-to-arm escort; surveillance; reconnaissance; surface attack; killer-scout; target illumination; or laser targeting. Experienced in piloting manned or unmanned aircraft. Experiences may include the traditional "stick and rudder" type controls for piloting aircraft direction, altitude, and speed. Experienced in on-board aircraft instrumentation and aircraft mounted video cameras. Experienced in visual flight-rule type flying and aircraft instrument flying. Experienced in flying simulated "real world" combat and non-combat missions and terrain. Experienced in planning, scheduling, and conducting flights through Federal Aviation Administration controlled national airspace. Experienced in applying operational directives, training directives, instructions, standard operating procedures, and special instructions of National Guard Bureau, United States Army, and gaining commands. Experienced in working independently to plan and perform work assignments. Experienced in completing safe and efficient missions through the use of Operational Risk Management. Experienced in cancelling flying activities, diverting aircraft, dictating mission requirements, approving specific activities, coordinating for airport or airspace utilization with FAA, and/or, directing emergency actions involving unit support agencies. Experienced in using applicable Army aviation regulations, policies, requirements and standards, skills and practices; and, the applying instructional techniques to the training of other pilots in the Army National Guard flying facilities. Experienced in conducting particular combat tactics, missions, or specific main-frame aircraft; or, flying in mountainous terrain, performing tactical remote site evaluation, performing landings on remote sites, providing ground and flight training, and conducting night-vision operations and instruction. Experienced in standardization and evaluation programs, written ground examinations, emergency procedures, and aircrew performance standards in accordance with applicable directives and Federal Aviation Administration certification requirements. Experienced in reviewing and complying with applicable service flight publications and directives for accuracy and currency; and knowledgeable of weapons and tactics for applicable military aircraft. Experienced in maintaining detailed wartime and peacetime contingency plans and supplements for unit mobility, deployment, strange field operations/ employment, and redeployment. Education

To qualify as a Second/First Lieutenant, applicant must be actively pursuing an under-graduate degree with at least 90 validated credit hours in a specified program.
