Organizational Location: This position is with the Department of Homeland Security; within U.S. Customs and Border Protection; Office of Field Operations.

Duties

As Director, National Targeting Center (Cargo); in the Office of Field Operations, National Targeting Center; at U.S. Customs and Border Protection (CBP), you will oversee the identification, targeting, screening, and interdiction of inbound and outbound passengers and cargo across all international modes of transportation that pose a threat to national security, public safety, and lawful trade and travel. You will provide tactical targeting and analytical support for CBP's international and domestic efforts in all modes of transportation, coordinate and facilitate information exchange between law enforcement and intelligence agencies, improve CBP's control and facilitation of cargo, and conduct strategic targeting and analysis. You will provide direction and leadership in the execution of CBP's layered approach strategy to homeland security by pushing U.S. borders outward and attempting to interdict possible threats before they are U.S. bound. You will establish a strategic vision and provide direction to teams working within cargo and conveyance security offices and assure the development, implementation, and execution of policies, program plans, and procedures for core business processes. You will establish partnerships and liaisons with numerous Federal agencies and foreign counterparts to gain information that assists CBP to segment cargo shipments according to risk, and identify and examine, or prevent the entry of, cargo shipments that may pose a threat to the United States.

Technical Qualifications - Mandatory 6. Knowledge of Federal inspectional laws, rules, regulations, and procedures pertaining to anti-terrorism and border protection/facilitation (e.g., trade compliance, passenger, immigration, agriculture, and cargo operations). 7. Experience in leveraging large volumes of data to conduct risk segmentation and utilizing targeting systems to identify high-risk cargo shipments and instruments of international traffic for examination.
