Qualifications

NOTE:  You must meet qualification requirements, including any requirements described in the Education section, by the closing date of this announcement. In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below: To qualify for the Research GS-12 level, you must have one of the following: 1 year of full-time* specialized experience equivalent to at least the GS-11 level defined as conducting research (i.e., formulating hypotheses, developing research plans, adapting existing methods/techniques) in air emission measurement and controls characterization; analyzing data and/or communicating research results; Ph.D. or equivalent doctoral degree; the education must be directly related and provide the knowledge, skills, and abilities necessary to do the work of the position;  OR equivalent combination of education and experience. To qualify for the GS-13 level, you need to have at least one year of full-time* experience equivalent to the GS-12 level defined as conducting independent research in air emission measurement and controls characterization; analyzing data; managing technical progress of contracted research; and communicating research results in peer-reviewed publications. Your application package will be used to evaluate your competencies in the following areas: 1) Knowledge in advanced measurement techniques, including mass spectrometry and optical spectrometry, for speciation and quantification of criteria pollutants, hazardous air pollutants, and emerging compounds; 2) Ability to operate a diverse array of analytical instrumentation; 3) Advanced knowledge in environmental science, analytical chemistry, emissions controls and engineering concepts; 4) Knowledge of a variety of stationary source sectors processes, emissions characterization, regulatory measurement methods and mitigation strategies; 5) Ability to manage and analyze large data sets; 6) Ability to design, coordinate, and lead field and laboratory test programs that adhere to quality assurance standards and safety and health protocols; 7) Skill in developing, communicating, and publishing internally and externally quantitative data; 8) Ability to manage contracts including preparing procurement requests and monitoring technical performance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education

You need a degree or combination of education and experience as described below to qualify for this position.

Physical Scientist: You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; OR a combination of education and experience with education equivalent to one of the majors listed that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Chemist: You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics; OR a combination of education and experience with education equivalent to one of the majors listed that included the described coursework.
