The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to 492 Special Operations Training Support Squadron, Contract Management (DOTC).

Duties
Plans, organizes, and directs the activities of the Contract Management (DOTC) section of the 492 Special Operations Training Support Squadron (SOTRSS), ensuring that Air Force Special Operations Command Air Commando Training Support (AFSOC ACTS) complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Represents 492 SOTRSS with a variety of installation and functional area organizations.
Provides administrative oversight to the 492 SOTRSS/19 Special Operations Squadron (SOS) quality assurance program.
Reviews and evaluates contractor training and engineering, testing and design from a professional standpoint.

- "This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Must be able to obtain and maintain a Secret security clearance.
- Must be adaptable to changing situations and able to work effectively under stress to meet short suspense’s and sensitive projects.
- Must be able to demonstrate initiative, willingness, and ability to learn new procedures for job accomplishment.
- Level II certified in acquisition/quality assurance according to Defense Acquisition university standards.

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Quality Assurance Series, 1910.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Knowledge of a wide range of methods, regulations, principles, procedures, and directions for Acquisition of Services, Quality Assurance, Contracts, Configuration Management, Government Property, Safety, Tactics, Acceptance Testing, Hazmat, Facility Management, and Information and Industrial Security. Knowledge of concepts, principles, and practices of Aircrew Training System (ATS) operations and maintenance; and ability to read, understand, interpret technical data, specifications, and engineering drawings for courseware development and Aircrew Training Device (ATD) training programs. Knowledge of safety and security regulations, practices, and procedures.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Skill in developing, analyzing, and evaluating training programs to meet mission requirements and improve the training program for the installation.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
