Duty Location: Lower Colorado Basin Region, Southern California Area Office located in Temecula, CA.
Remote work or full time telework is not available for this position - selectee must report to the office.
Duties
As the environmental specialist team member, the incumbent is responsible for detailed planning, organizing, coordinating and facilitating of the technical and program work of the environmental portion of the projects and work under the SCAO area of responsibility.
Provides technical analyses and guidance and makes recommendations for the purpose of assuring that environmental requirements are appropriately integrated with SCAO and LCBR programs and activities which affect land and water resources.
Performs work on special projects. Reports may cover any of the substantive program activities under the jurisdiction of the SCAO, or a combination of several.
Qualifications
To qualify for the GS-09 level, your resume must reflect one year of full-time experience equivalent to the GS-07 level working with Endangered Species Act (ESA) and the Clean Water Act (CWA) regulations and requirements - OR master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related; degree in an academic discipline related to this position- OR an equivalent combination of education and experience.
To qualify for the GS-11 level, your resume must reflect one year of full-time experience equivalent to the GS-09 level working with federal legislation and regulations impacting environmental protection, such as NEPA, National Historic Preservation Act, Endangered Species Act, and the Clean Water Act and experience communicating technical and environmental data to customers; OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., in an academic discipline related to this position- OR an equivalent combination of education and experience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.

Education
This vacancy announcement allows substituting education for experience.
