The primary purpose of this position is to provide analytical and evaluate duties related to information technology hardware and software with primary knowledge requirements of information processing methodology, information technology, computer capabilities, and processing techniques. Incumbent will administer computer workstations, applications, and virtual environments to provide customer support. This position is located at the Information Resource Management Department, Tsaile, AZ.
Duties
NOTE: This position is being announced concurrently with announcement IHS-24-CH-11977793-ESEP/MP for candidates at the GS-11 grade level, please review vacancy announcement for eligibility requirements. Applicants must apply separately for each announcement in order to be considered for each grade level.
Utilize active directory management system to create user accounts and assign access rights.
Maintains computer operations by implementing operating procedures in compliance with Indian Health Service Standards.
Troubleshoots malfunctions in computing hardware and consults with higher level Information Technology Specialist.
Installs applications on computing hardware and updates applications as required.
Utilizes minicomputer application to create user accounts for use with the hospital electronic medical record (EMR) system.
Provides guidance and assistance to customer computer systems and works with technical , medical and clerical personnel.
Investigates system malfunctions.
Prepares system documentation in accordance with agency standards.
Qualifications

BASIC REQUIREMENT(S):
Education: All academic degrees and coursework must be from accredited or pre-accredited institutions
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
Requirements
GS-7 (or equivalent)1 full year of graduate level education or superior academic achievement
GS-9 (or equivalent) master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree
OR
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

AND
Specialized Experience for GS-7 (or equivalent) and Above: Positions at GS-7 (or equivalent) and above require one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.
GS07: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: ability to communicate factual and procedural information clearly; gathering and analyzing basic facts to draw conclusions; general knowledge of a broad range of integrated health information systems such as Electronic Health Record (EHR); basic knowledge of network configuration techniques, computer equipment, and system software to determine source of failures.
GS09: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: knowledge and ability to apply customer service and customer support principles and methods; knowledge and ability to install, configure, upgrade and troubleshoot any hardware and software components; presenting formal and informal training and assistance to customers; recommending changes based on findings; researching application requirements that are to be installed on computers.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
