Under the general direction of the Examination Guidance Division Director (Director), the Senior Quality Assurance Examiner establishes and maintains a comprehensive monitoring, reporting and quality assurance program for the Office of Examination. Provides direct supervision over employees through use of a subordinate structure as well as indirect supervision to all staff below the director level through work product reviews.

Duties

The Senior Quality Assurance Examiner in coordination with the Director and other managers, supports the execution of the examination program and ensures responsibilities are carried out in a manner consistent with OE's management reporting and control systems, risk-based examination principles, and other industry standards as applicable by: Serving as a supervisor and rating official to one or more commissioned examiners, associate examiners, or technical specialists assigned to the quality assurance program. Responsible for the continuing development, including staff evaluations and training needs, of assigned staff. Managing and administering the quality assurance program in accordance with OE directives and the guidance of the Director. This includes developing and implementing an annual Quality Assurance Plan as a major element of OE's management control system and participating in the OE Vulnerability Assessment. Evaluating OE's examination program including plans, support, and examination products to ensure activities are conducted in accordance with Agency policy, OE plans, and the respective division's direction and recommends improvements, as needed. Assisting the Director in coordinating and assuring the adequacy of examination direction to staff. Reviews and recommends actions to facilitate the coordination and consistency of examination approaches between division managers, supervisors, and staff.

• Suitability for Federal employment, as determined by a background investigation.

Qualifications

You may qualify at the VH-40 (GS-14) band level if you have one year of specialized experience equivalent to the VH-39 (GS-13) band level in the Federal service. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position similar to the following examples: Evaluating or reporting on an examination program to ensure activities are conducted in accordance with Agency, office, and division policy and direction; Providing technical guidance to division managers and staff on various examination and administrative issues through written and verbal communications. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
