Duties

Assists with performing a variety of budgetary and accounting duties involving maintenance, extraction, review, explanation, and verification of documents and transactions required for citation of funds and obligations and expenditures of funds. Monitors the use and rate of expenditure of funds through coordination of program officials and their staff, review of written documents, and examination of accounting records. Assists with performing a variety of technical assignments associated to the budget records, compilation and preparation of reports and budgets for executing the military and civil funded programs. Allocates funds received to the proper accounts, requests additional funds as line items dictate. Track obligations and expenditures within assigned organization throughout the execution phase of the annual operating budget. Recommends transfer of funds between accounts in accordance with established policy when funds are needed to cover increases in obligations or expenditures fall within established limits or request funds be de-obligated when no longer required. Produces the reports Via CEFMS to forecast future budgetary needs, specifically program funds as applied to rent, one-time payments, upgrades, and utilities. Exercises in-depth knowledge of accounting and the financial management system. Utilize techniques to conduct analysis and determine valid transactions, and research to resolve difficult or sensitive issues.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Obtain and maintain the Financial Management Level 1 certification within 24 months of appointment.
  • A qualified typist and proficiency in operating a micro-computer/software packages is required.

Qualifications

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience for GS-07: 1.)Maintaining a variety of accounting and budget functional areas and their relationships to other functions to research or investigate problems or errors that require reconciling and reconstructing incomplete information, conducting extensive searches for required information. and 2.) Analyzing automated accounting and budget systems such as Corps of Engineers Financial Management System (CEFMS) to reconcile errors that require an understanding of nonstandard procedures or to provide assistance in the development of automated procedures. OR Education: One full year of graduate level education in a field directly related to the work of the position, such as Accounting, Finance, or Business. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18.
