The primary purpose of this position is: To coordinate, implement, provide, and perform moderate/difficult duties and responsible security clerical/administration work, process various security related documentation and assist in the enforcement of federal laws and assimilated local laws for application and enforcement at a large multi-mission installation.

Duties

1. Monitors and maintains the Civilian Contractor Background Investigation Program. 2. Operates security/law enforcement technologies to issue base entry documents and screen visitors. 3. Provides operational and investigative support for Security Forces, OSI, JA, and other base agencies. 4. Prepares forms, memorandums, and supplements to implement DOD and AF, and other federal directives in support of the Integrated Defense Antiterrorism Plan.

  • Must obtain and maintain certification on the following law enforcement systems: FCIC/NCIC, DAVIDS. FCIC - Florida Criminal Information Center/NCIC -National Criminal Information Center.
  • Individual must not have any Felony convictions.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Competent knowledge of Adobe Suite and Microsoft Office programs.
  • Typing and computer operation is performed; however, a qualified typist is not required.
  • Work may occasionally require travel away from normal duty station on military or commercial aircraft.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions for the Security Clerical and Assistance Series, 0086. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-4, or equivalent in other pay systems. Examples of specialized experience includes security principles, regulatory provisions, rules, regulations, directives, DoD suitability criteria, procedures and operations to perform such duties as managing the base Visitor Control Center to support controlling, issuing and accounting for restricted area badges and process a wide variety of standard ID cards, contractor access badges or other forms of base access authorization; general clerical office procedures. Note: Your resume must show supporting detail in describing your experience, please be clear and specific. We will not make assumptions regarding your experience. OR EDUCATION: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college, or university. NOTE: You must submit a copy of transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience as described above may be used to qualify for this position. NOTE: You must submit a copy of transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge/Ability to exercise sound judgment in application of security directives and principles. Ability to plan and organize work, follow instructions, and accomplish multiple ongoing projects. 2. Knowledge of personnel security, investigation processes and applicable AF regulations, directives, instructions regarding security and force protection measures. 3. Knowledge and ability to operate Criminal Justice Information Systems, to include National Crime Information Center and Florida Crime Information Center. Operate one or more automated databases associated with a specific security function to support office and security operations and produce a variety of documents and reports. 5. Knowledge of Foreign Visit System (FVS) and Physical Access Control System (PACS), vetting standards for visitors requesting installation access. 6. Knowledge of Homeland Security Presidential Directive - 6 (HSPD-6), criminal codes/statutes and immigration laws used in screening personnel and Homeland Security Presidential Directive - 12 (HSPD-12), policy for common identification standard for federal employees and contractors. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:

  • Branch of Armed Forces
  • Dates of Active Service (Start and End Date(s)
  • Expected Date of Discharge/Release from Active Duty
  • Terminal leave start date (if applicable)
  • Expected character of service (honorable or general) and type of separation (i.e. separation or retirement)
  • Must be certified within 120 days of anticipated discharge
  • Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander.
