This position is in Veterans Benefits Administration (VBA), Veterans Benefits Administration (VBA), Loan Guaranty Service (LGY) located in Washington, D.C or Nashville, TN. The primary purpose for this position is to operate a portfolio of programs focused on assisting eligible Veterans in the acquisition, retention and adaptation of housing. Serving as a technical expert in LGY's Business Insight and Data Solutions (BIDS) group.

Duties

Analyze data and results of executed research designs, and statistical and econometric models to ensure accuracy. Provide proactive, well-planned communications of all types and media to program participants and leadership. Develop algorithms or tools to support data manipulation and processing as well as the use of data visualization techniques to articulate findings. Research design, modeling and execution of credit underwriting, appraisal and loan servicing policies. Formulate workload estimates for program segments, specification of the methodology to be used, and preparation of appropriate specifications and procedures. Conduct research and analytical activities using the design of sample frames used to collect data; data quality/validity assessments; variance estimation and inference for sample surveys. Serve as a technical expert initiating, planning, implementing, controlling, modifying, and executing a variety of complex projects. Analyze data and results of research designs, statistical and econometric models to ensure accuracy. Create or collaborating in creation of draft Program Increment (PI) plans, including drafting of strategic themes, business objectives, and assignation of business value scores. Perform assigned in-depth analyses of data and disseminate results of analysis in a manner appropriate to the audience. Virtual: This is not a Virtual position. Work Schedule: Regular office hours, Monday -Friday, 8:00 AM - 4:30 PM. Alternate work Schedules may be available. Work also may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work site. Basic Requirements (IOR): Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position -- OR -- Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. NOTE: An unofficial or official copy of your transcripts must be submitted with your application if you are basing all or part of your qualifications on education. AND In addition to meting the Individual Occupational Requirement - Basic Requirement, the applicant must meet the Group Coverage Qualification Standards as defined below. Specialized Experience: To qualify at the GS-13 grade level:: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-12) or a comparable pay band in federal or other service that demonstrates the particular competencies necessary to perform the work of this position, and that is typically in or related to the position to be filled. Specialized experience for this position is defined as: (1) Conducting research and analytical activities to collect data, data quality/validity assessments, variance estimation and inference or sample surveys and various other computational statistics; (2) Developing research designs, conducting research and data analysis to implement data-driven policies and procedures and operational decisions; (3) Identifying statistical theory, research design, analytical and data collection techniques or new software and/or technologies; (4) Deliver findings and recommendations of analytic work; (5) Initiating, planning, implementing controlling modifying and executing projects, tasks to propose or coordinate solutions; AND (6) Developing and delivering formal presentation to explain and defend research modes, data analysis, findings and recommendations. There is no educational substitution authorized for the grade level of GS-13. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
