These job openings are in Bureau for Humanitarian Assistance (BHA), Technical and Program Quality (TPQ)/ Disaster Data, Assessments, and Information Management (DDAIM) at the U.S. Agency for International Development (USAID). BHA provides global leadership and a strategic approach in humanitarian response, promoting human welfare, alleviating suffering, and providing the foundations for transformative change serving national foreign policy, interests/people in need of humanitarian assistance.

Duties

Manages, coordinates, and administers a program and/or operational area of humanitarian assistance response (HA), early recovery, risk reduction, or resilience programming from headquarters or field-based locations. Advises, guides, and supports missions, non-governmental organizations, the private sector, host countries, and others, on technical issues regarding the design, implementation, management, and evaluation of HA/resilience programs. Assess effectiveness or recommend improvement of data, assessment, analytics, coordination, technology programs and operational processes encompassing issues affecting HA programming. May be deployed to serve on responses overseas/domestically. Conducts comprehensive evaluations of ongoing programs and/or operational functions to ensure that the organization meets its stated goals and identifies areas where operational efficiency can be enhanced. Serves as technical liaison to other Agencies, donors, multilateral banks, implementing partners, non governmental organizations, the private sector on how to coordinate programs, policies, procedures, and approaches related to the crisis operations. Manage staff in the sub-team of the assigned team, coordinate and collaborate with other stakeholders inside and outside of BHA, and provide technical leadership in sectors of the assigned team.

Qualifications

Basic Requirements: Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. or Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education. or Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. Specialized Experience: GS-14: You need at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. Specialized experience refers to full-time work, while part-time roles are considered on a prorated basis. Qualifying specialized experience includes:(a) formulation of instructions or policy guidance for United States representatives related to designing, implementing, and monitoring program or policy options to address international humanitarian emergencies, recovery, risk reduction, and resilience programs; (b) serving in a leadership role on a humanitarian assistance program, or response teams to international disasters; (c) managing a team responsible for the technical design, operations, coordination, and learning, monitoring and evaluation of humanitarian assistance programs; AND (d) experience designing, implementing, managing, or monitoring a humanitarian program with a component focused on humanitarian data, assessment, analytics, coordination, technology, or information management. Please note that qualifying specialized work experience may have been gained through a variety of activities, including residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other foreign work experience. The Selective Placement Factor represents the minimum requirements for this position and is a prerequisite for appointment. Selective Placement Factor: Your resume must demonstrate experience directly related to humanitarian assessment, analytics, or data and designing, implementing, managing, monitoring, or evaluating a humanitarian data program in a humanitarian assistance context for a civilian-based international disaster response organization. Experience includes both paid and unpaid activities, such as volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work provides training and experience that can translate directly to paid employment. Qualifying experience, including volunteer experience, that aligns with the duties of this position will be considered.
