To qualify for this position, you must have either:-IT-related experience demonstrating each of these four competencies: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail; 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations;OR-a bachelor's or higher degree from an accredited or pre-accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.
In addition to the basic requirements above, you must meet the following requirements:
To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as development and implementation of a comprehensive Enterprise Federal Privacy program; experience interpreting federal Privacy laws and developing compliant Enterprise Privacy strategies, policies, procedures and guidelines; experience in implementing Privacy Impact Assessments and System of Records Notice requirements; and experience in identifying and implementing solutions and tools to safeguard Privacy information, including sensitive Personally Identifiable Information.
Your application package will be used to evaluate your competencies in the following areas:
Ability to provide leadership for all aspects of an Agency's privacy program.
Ability to plan, organize, and direct organizational work and to negotiate effectively with management to accept and plan recommendations that may be controversial in nature.
Knowledge of analytical and evaluative methods and a thorough understanding of Federal privacy laws and mandates.
Skill in the development and implementation of National level Privacy program strategies, techniques, policies and procedures & evaluating their effectiveness
Skill in training management and the ability to apply training management principles.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
