This position is located in Veterans Benefits Administration, Office of Performance Analysis and Integrity in Washington, D.C. The primary purpose for this position is to serve as a subject matter expert on VBA data with full access to personnel and performance data of a highly sensitive and restricted nature. The work enables VBA to make evidence-based decisions using innovative and accurate statistics, forecasting, and machine learning products.
Duties
Conduct advanced analytics such as regression analysis, statistical analysis, modeling, machine learning, Natural Language Processing, time series forecasting, and data visualization.
Work in established and emerging data science tools such as Toad, SAS, R, Python, Tableau, and cloud analytics platforms.
Conduct data extraction by using computer programming without preset specifications.
Analyze and evaluate (on a quantitative or qualitative basis) the effectiveness of program operations in meeting established goals and objectives.
Develop code for new predictive or time series models.
Evaluate models and findings of other analysts or contractors.

Basic Requirements (IOR):
Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position or
Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
Specialized Experience:
To qualify at the GS-11 grade level: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) or a comparable pay band in federal or other service that demonstrates the particular competencies necessary to perform the work of this position, and that is typically in or related to the position to be filled. Specialized experience for this position is defined as:(1) One year academic/basic level experience with data science tools such as Toad, SAS, R, Python, Tableau, cloud analyst platforms, and (2) building mathematical models.
OR
Applicants may substitute education for the experience required in order to qualify at the grade level GS-11. Applicants may substitute Graduate Education to qualify for grade GS-11. Applicants may substitute education for experience with an awarded Ph.D. or equivalent doctoral degree (such as an LL.M.) from an accredited college or university, or three full years (54 semester hours or 81 quarter hours) of progressively higher-level graduate education leading to such a doctoral degree. This graduate degree must meet the IOR with a degree Mathematics, statistics, computer science, data science or field of study directly related to the position. Combination of Education and Specialized Experience for the GS-11: Applicants may substitute a combination of graduate education and specialized experience to qualify for grade GS-11. If you have some, but not all, of the graduate education described above AND less than one full year of the specialized experience described above, you may qualify by combining the amount of creditable education and experience that you do have. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions, and per the IOR this education must contain courses equivalent to a major field of study (30 Semester hours) as appropriate for the position, at grade GS-11. To calculate, first identify the education you have earned beyond your first two years of study as a percentage of a total of three years of study. Then identify the number of months of specialized experience you have as a percentage of 12 months. Add the two percentages. The total must equal at least 100 percent in order to be qualifying. For example, an applicant who has 45 semester hours of graduate level education (i.e., 50% of graduate education required beyond the first two years) and who has 6 months of creditable specialized experience (i.e., 50% of the one year of specialized experience required) would meet 100% and thus be qualified for the position.
To qualify at the GS-12 grade level: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) or a comparable pay band in federal or other service that demonstrates the competencies necessary to perform the work of this position, and that is typically in or related to the position to be filled. Specialized experience for this position is defined as: (1) applying data science tools such as Toad, SAS, R, Python, Tableau, and cloud analyst platforms in a business or government environment and (2) academic/basic level experience developing mathematical models for predictive analytics or forecasting projects.
There is no educational substitution authorized for the grade level of GS-12
To qualify at the GS-13 grade level:: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-12) or a comparable pay band in federal or other service that demonstrates the particular competencies necessary to perform the work of this position, and that is typically in or related to the position to be filled. Specialized experience for this position is defined as: (1) established and emerging data science tools such as Toad, SAS, R, Python, Tableau, and cloud analyst platforms in a business or government environment and (2) developing mathematical models for predictive analytics and forecasting projects.
There is no educational substitution authorized for the grade level of GS-13.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
