The position serves as the resident expert within the Kansas City Healthcare System in support of VISN, VACO and Executive Office of the President execution of Law, Executive Order or VA Policy in which Energy Management is the primary concern.

The incumbent functions as Energy Manager for one or more Medical Centers, inclusive of Medical Center (VA) owned and leased space including Outpatient Clinics, CBOCs or administrative space operated by the Medical Center. The Energy Manager will work in a collaborative effort with other Energy Managers within their VISN toward accomplishing VISN wide and VHA energy goals. The incumbent works closely with the VISN Capital Asset Manager providing technical support for VISN and National initiatives or programs. In addition, the incumbent provides technical and program support for the energy conservation programs at local National Cemetery Administration (NCA), Veteran Benefit Administration (VBA), Vet Centers (Readjustment Counseling), and Joint DOD/VA sites. The incumbent will have the ability toserve on VISN and National Committees or Task Forces as effort to strengthens VA overall Energy Programs and develop new initiative or innovative ideas for future strategic planningThe incumbent will conduct HVAC, lighting, building, steam generation system, domestic hot water, and other energy audits within the VISN using industry standard energy analysis tools to minimize energy consumption; He/she must be proficient in the use of energy survey equipment (light meters, power factor meters, wattmeter, and anemometer) and computerized energy survey software (FEDS, ASEAM, or equal computer applications). The incumbent should also be familiar with computer-based Building and Energy Management Systems. Incumbent plans, initiates and executes commissioning, recommissioning and retro-commissioning projects. Incumbent provides associated audit reports directly to Medical Center Leadership, VISN Energy Office, VISN CAM or Energy Program Director and/or other Senior-Level VACO staff.The incumbent must have experience in Energy Savings Performance Contracting (ESPC) or have attended ESPC training conducted by the Department of Energy or the Association of Energy Engineers in support of the implementation of programs mandated by Federal Law and Executive Order. The incumbent will be responsible to ensure energy aspects of sustainability in facility construction projects, its operation and maintenance.The incumbent manages and supports the Medical Center's Energy Savings Performance Contract (ESPC). These projects have construction costs between $100,000 to $5 million. He/she plans, directs, and coordinates activities of designated projects with energy savings companies to ensure that goals or objectives of the project are accomplished within prescribed time frames and funding parameters. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Bachelor's degree or higher in Engineering or Architecture. To be acceptable, the curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology, Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering, Architecture and Architectural Engineering. Healthcare Engineers are the project managers for all VISN or some national level operations, accreditation, construction (major, minor and nonrecurring maintenance) and capital planning activities. At this level, Healthcare Engineers are advanced engineers overseeing engineering and project design programs for several VA Medical Centers (VAMCs) and Community Based Outpatient Clinics (CBOCs). They implement value engineering theories and principles and assure the most economical methods of construction or construction materials are utilized and achieve cost efficiency for the Federal Government. They coordinate VISN capital investment project submissions and provide guidance on investment categories, strategies, financial planning and budgeting. They assist facility management when developing strategies to address the correction of space, functional and operational deficiencies and provide guidance, direction and policy interpretation on sensitive and complex issues in support of the acquisition and administration of all construction projects and capital planning. Physical Requirements: The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, boiler rooms, mechanical rooms and facility maintenance shop areas. The work area is adequately lighted, heated, and ventilated. The incumbent must also work outdoors in all types of weather. There may be occasional exposure to moderate risks or discomforts in accessing boiler plants, chiller plants, cooling towers, roofs, Mechanical Rooms, basements, pipe chases and sub-basement crawl spaces.
