About the Position: Serve as action officer responsible for Table of Distribution and Allowances documentation; Allocation Analysis; Utilization Analysis; USAFMSA/FMSWeb; Organization, Function and Mission Analysis, Budget Program Resource Review; and Force Structure Analysis. Conducts Independently presents controversial and critical observation findings and recommendations for changes to operating officials.

Duties

Participate and advise on organizational development and structure, manpower justification, fiscal programming, budget cycle and the interrelationships among these programs during the Annual Budget Program Review process. Evaluate information concerning Manpower, Equipment and Documentation and maintains documentation of organizational Tables of Distribution and Allowances (TOA) of assigned TOA units and installations. Analyze and interpret guidance of manpower and force management principles, theories, techniques and methodologies needed to properly document all TDAs belonging to the Senior Mission Commander TDAs. Uses standard office automation equipment such as Microsoft (MS) Word, MS Excel, MS Power Point, MS Access and MS Outlook to produce various reports.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • Must be able to obtain and maintain a Secret security clearance.
  • This position requires you to annually submit a Financial Disclosure Report (OGE 450).
  • Occasional travel may be required 10% of the time.
  • DoD FM Certification Level 2 is required within the first 24 months of employment.

Specialized Experience: One year of specialized experience which includes performing manpower and equipment assessment information into data base system. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Computer SkillsInterpersonal SkillsTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-09.
