This employee serves as the Lead Diagnostic Radiologic Technologist at the Oscar G. Johnson VA Medical Center in Iron Mountain, MI. This employee oversees and manages the overall technical operations of assigned sections in the Imaging Department to meet the needs of patients and the overall good of the service. The Lead DRT Assists the Imaging Supervisor in regard to planning, directing, and controlling the technical performance for Imaging DRT's.

Duties

Duties Assigned: The incumbent performs clinical and administrative assignments. The incumbent is the clinical liaison between the General Imaging sub-areas of the Radiology Service and other services within the Medical Center. The incumbent must have detailed operational knowledge of all aspects of the General Imaging, CT, and other modalities in the Imaging Department. The Lead DRT coordinates Radiology Service activities with other Medical Center services. .The incumbent coordinates the activities of all assigned sections of the Imaging Department. Assigns and explains work requirements and operating instructions to subordinates. Sets deadlines and establishes the sequence of work operations to be followed. The Lead DRT serves as a liaison between the Clinical Staff and the Chief of Service by keeping them informed of all section's activities, ensuring that these sections are properly maintained, ensuring sections are performing acceptable workload, receiving proper guidance and supervision, and maintaining proper standards of efficiency, production, and good public relations Resolves work problems presented by subordinates and recommends their performance appraisals rating. Listens to and acts on group grievances and employee complaints. With the Imaging Supervisor, oversees all serious disciplinary cases to ensure VA and agency policies are carried out. Resolves schedule conflicts and exercises leadership to minimize patient delay and inconvenience. Through subordinates, ensures all sub-areas patient' s waiting time for the study is in accordance with the established threshold set by the VA Inspector, VA Central Office, and Radiology Service directives. Obtains approval of changes that would modify or deviate the overall work schedule or affect work operations controlled by other employees not under their control. Provides information and advice to higher-level supervisors on feasibility of work assignments as scheduled. The Lead DRT maintains the balanced workload by shifting assignments, workers, and other resources to achieve the most effective work operations. Authorizes overtime/compensatory time and changes in scheduling in the absence of the DRT Supervisor, makes informal appraisals of the technologist performance, and determines their training needs and relays this information to the DRT Supervisor for consideration. Makes administrative decisions and appraisals in the absence of the DRT Supervisor. Identifies, distributes, and balances the patient workload and all other tasks among technologists in accordance with the established workflow, skill level, and imaging specialization; and adjusts accomplish the workload in accordance with the established priorities to ensure the timely accomplishment of assigned tasks. Monitors the status and progress of work, and reviews completed work to ensure that supervisors' and radiologists' instructions on work priorities, methods, deadlines, and quality have been met. Participates in quality improvement as directed, to ensure that the Radiology Service follows all performance measures established by the Radiology Service, Medical Center, VISN 12, VA Central Office, TJC, OSHA, SOARS, and Inspector General. Assists with Imaging's QI programs, such as (1) Receiving and processing daily radiologist protocols on imaging orders, (2) Informs radiologists of unreported studies, (3) Ensures all studies are correctly registered by staff prior to performing the procedure, (4) Ensures all completed and studies are "case edited" upon completion, (5) Daily Orders Management to assure scheduling of requested studies and elimination of duplicated request slips, and (6)Assists department in getting stat and add on exam protocols Ensures that adequate quantities of supplies are available to meet the workload demands through a systemized process of ordering, receipt, and inventory control. Assures that the suites are stocked with necessary supplies always with special attention to emergent equipment, supplies, and inventory expiration dates. Assists in determining the cost for specific exams, and projecting costs for budgetary purposes. Coordinates new product evaluations. Ensures that subordinates verify and execute physician orders for diagnostic Imaging examinations, ensuring the proper preparation of such exams, and the safety and wellbeing of the patient during the procedures. Determines the best methods of obtaining optimal examinations while ensuring patient safety, regulating patient flow, and consulting with the radiologists to determine procedural protocols or variances in the established procedures. Evaluates exam quality and makes necessary corrections to improve image quality. Performs General, CT and or other Imaging procedures. Other duties assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/03/2024. BASIC REQUIREMENTS a. Citizenship. Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified candidates in accordance with chapter 3, section A, paragraph 3g, this part.) b. Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology (ARRT) (R). Advanced ARRT certification is required for Computed Tomography (CT) and Magnetic Resonance Imaging (MRI). Advanced certification indicates that the technologist has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. c. Education. Completion of a full-time training course of at least 24 months duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate's degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from schools accredited by the ARRT and certification by the ARRT in radiology. Grandfathering Provision. All persons employed in VHA as a DRT on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and certification that are part of the basic requirements of the DRT occupation. For employees who do not meet all the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: (1) DRTs that require a certification, may be reassigned, promoted up to and including the full performance (journeyman) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions. (2) DRTs that require a certification only at higher grade levels must meet the certification requirement before they can be promoted to those higher grade levels. (3) DRTs who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. (4) DRTs initially grandfathered into this occupation, who subsequently obtain additional education and/or certification that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. (5) Employees who are retained as a DRT under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry as a DRT. NOTE: Each uncertified VHA DRT who was permanently employed on June 21, 1986, and whose competence in the safe administration of ionizing radiation was affirmed, in writing, by a VA licensed physician not later than January 1, 1987, is considered fully qualified. These employees may be promoted, changed to lower grade or reassigned within the GS-647 occupational series. Any employee initially retained in this manner who leaves this job series loses protected status and must meet the full requirements in effect at the time of reentry. Physical Requirements. The employee works and functions in the medical center in a safe manner, including infection control and the correct operation of equipment. English Language Proficiency. DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). GRADE REQUIREMENTS a. Creditable Experience (1) Knowledge of Current Radiologic Technology Practice. To be creditable, experience must have demonstrated possession of the knowledge, skills, abilities, and other characteristics (also referred to as clinical competencies) associated with current radiologic technology practice. This may have been evidenced by the equivalent of 1 year of active practice, which is paid or non-paid employment as a DRT as defined by ARRT. (2) Quality of Experience. Experience is only creditable if it was earned after completion of the basic certification requirements identified in paragraph 2b above. Experience as a graduate DRT is creditable provided the candidate functioned as a DRT and subsequently passed the certification examination. (3) Part-Time Experience. Part-time experience as a DRT is creditable according to its relationship to the full-time workweek. For example, a DRT would receive 1 week of full-time credit for each 2 weeks of half-time work. GS-10 (a) Experience. At least 1 year of experience equivalent to the next lower grade level directly related to the position being filled that demonstrates the clinical competencies described at that level. (b) Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. DRTs at this grade level may be appointed to one of the following assignments: Diagnostic Radiologic Team Leader. Functions as a lead DRT for a group of DRTs. Provides a full range of general radiologic treatment procedures, has a broad knowledge of the different modalities within the diagnostic radiologic area, and is accountable to the next higher-level supervisor. The candidate must demonstrate the following technical KSAs and demonstrate the potential to acquire the assignment-specific KSAs designated by an asterisk (*): Ability to provide feedback to supervisor on technical aspects of work. *Ability to resolve informal employee complaints. *Ability to monitor and report on the status and progress of work, and make adjustments to accomplish the workload in accordance with established procedures. *Ability to perform general and specialized diagnostic radiologic procedures in advanced levels of complex treatment situations
