The primary purpose of this position is to perform intelligence research and analysis to support full-spectrum targeting activities. Analyzes, coordinates, and advises on various policies, issues, and requirements associated with targeting related issues that support command programs.
Duties
Performs and coordinates intermediate target development actions in support of USSTRATCOM Operation Plans (OPLANs).
Performs target system analysis (TSA) in support of USSTRATCOM's strategic targeting mission, as well as other combatant commands' requirements.
Establishes and maintains a current series of liaison contacts with DoD and national-level intelligence agencies as a recognized targeting analyst in the field of regional adversarial forces.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Position is designated special sensitive and incumbent requires a TOP SECRET security clearance with access to Sensitive Compartmented Information (SCI) and other Special Access Programs (SAP). A non-disclosure agreement must be signed.
- PCS expenses will NOT be paid IAW JTR and Air Force Regulations
- This posn is subject to provisions of the DoD Priority Placement Program
- Must be registered for Selective Service, see Legal and Regulatory Guide
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
- Overtime may be required as workload demands and in some cases with no-notice due to urgency of time- sensitive matters. The employee may periodically be required to work
- unusual or extended hours including evenings, weekends, and/or holidays and may be subject to recall to duty.
- Travel by regularly scheduled commercial or military conveyance in accordance with Joint Travel regulations may be required in performance of temporary duty. Incumbent will occasionally be required on temporary duty.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position equivalent to the GS-12 position in pay. The Work Category is Professional and Work Level is Full performance.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: experience working as an Intelligence Specialist performing intelligence research, analysis, collection, target analysis, in order to prepare recommendations and reports to other federal, state, or local agencies and customers. Experience working with the national intelligence community is essential along with experience writing intelligence reports. Creditable experience may be gaining in private industry, federal agencies or military service.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the full range of intelligence research and collection methods, techniques, and practices to use multi-source intelligence information systems to capture data in order to make recommendations in developing intelligence capabilities and threat assessments, to interpret policy and conduct intelligence research planning, and to perform target analysis and other intelligence collection related activities.
Knowledge of advanced analytical principles, concepts, and methods to produce detailed analyses of complex information/situations attained from multiple sources, to include target systems analysis (e.g., network analysis, nodal analysis, critical path, qualitative analysis, and database manipulation).
Knowledge of the national intelligence community, Joint, DoD structure, organizations, missions, functions, inter-relationships, policies, capabilities, and operations to include targeting doctrine, cycles, tactics, techniques, procedures; the intricacies of nuclear targeting; and the role of intelligence capabilities in supporting joint/combined campaign planning.
Knowledge of information and personnel security principles, practices, procedures, laws, and regulations.
Ability to quickly assimilate disparate data and render knowledgeable and accurate assessments of the implications of such data; and to apply facts and estimates derived from numerous sources to a variety of problems having different technical aspects.
Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirements to address specific intelligence gaps to optimize the Command's capabilities.
. Ability to communicate effectively with others, both orally and in writing; to work out solutions to problems or questions related to the work; to write clear and concise intelligence products.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and rework; to write clear and concise intelligence products.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
