This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system. Positions in the Cyber Excepted Service are positions necessary to carry out and support the mission of the United States Cyber Command.
It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure located in the DISA - JFHQ.
Duties
Leads Program Manager/IT Planner for strategic and operational capability delivery level planning supporting JFHQ-DODIN initiatives.
Determines requirements, assists with planning efforts, and submits request for capability development/delivery through the Joint Warfighter Architecture (JCWA) or other applicable means for fulfillment.
Supports the development of issue papers and provides supporting documentation and artifacts for resource request through the Program Objective Memorandum (POM) and Planning, Programming Budgeting and Execution (PPBE) phases.
Provides operational requirement analysis expertise, aligning requirements to command capability gaps.
Responsible for the development and maintenance of JFHQ-DODIN’s entry for the Integrated Priority List (IPL) submission to CDRUSCYBERCOM.
Identifies, tracks, and provide updates for operational capability requirements through the capability development and acquisition process.

Qualifying Experience:
To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as: Experience in Defensive Cyber Operations which includes identifying, tracking, and providing updates for requirements through the capability development and acquisition process, and validating and documenting priorities and needs, analyzing gaps, evaluating mission capabilities solutions, and developing prioritization matrices.

Education
There is no substitution of education for specialized experience at the GG-13 grade level.
