Duties
Serving as a Emergency Management Specialist GS-0089-12/13 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is within the Emergency Management & Continuity Branch (EMC), under the Mission and Readiness Support Directorate (MRSD) and located in Glynco, Georgia.
The primary purpose of this position is to manage programs within the EMC portfolio, lead and direct activities supporting the development, implementation, and management of significant portions of the FLETC EMC Program.
Typical duties include:
Coordinating the development and tracking of EMC-appropriate work orders, contracts, memoranda of understanding agreement, and other similar instruments.
Ensuring FLETC personnel have a sound understanding of the FLETC's EMC program.
Managing the deployment of EMC resources to support DHS, FLETC, and MRSD strategic goals.
Measuring and analyzing the performance of FLETC's EMC efforts.
Evaluating EMC programs for compliance with all applicable guidance.
Serving as the primary point-of-contact with internal and external stakeholders on FLETC EMC issues.
Providing advice, guidance, and recommendations to FLETC senior staff members and Field Site Security Officers on EMC matters and issues.
Requirements

- Must possess and maintain a valid state issued driver's license to conduct official government business.
- Must successfully pass a background investigation to access, safeguard, and store classified national security information on a regular basis; must be able to obtain and maintain a Top Secret/SCI security clearance.
- Travel of 25% or less may be required.
- Overtime may be required.
- Weekends and federal holidays may be required.
- This position is Emergency Essential and required to sustain FLETC’s operations under all conditions.

You qualify for the GS-12 grade level if you possess at least one year of specialized experience equivalent to the GS-11 level in the federal service carrying out the day-to-day operations of an organization's emergency management and continuity of operations programs.

You qualify for the GS-13 grade level if you possess at least one year of specialized experience equivalent to the GS-12 in the federal service planning, managing, and developing an organization's emergency management and continuity of operations programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: The work is primarily sedentary. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Travel to other FLETC sites may be required approximately 20% of the time. Driving a vehicle may be required. Trips to other elements within the organization are routine and trips to other government agencies or contractor sites may berequired. Intense concentration and performance of duties at maximum capability are required to meet deadlines. No special or out-of-the-ordinary physical effort is required unless during a real emergency or natural disaster. In such cases, long hard hours may be expected.
Work Environment: Work is normally performed in an office setting where no unusual safety precautions are required. However, during emergencies and natural disasters, working conditions may be austere. The work area is adequately lighted, heated, cooled, and ventilated. Position does spend time in private or on public transportation.
