This position is part of the Office of the Inspector General, Department of Energy. As a Auditor (Performance), you will support the Director in the daily operations of the office and keeps the Director informed and current on the status of all open audits and projects and otherwise serves as an advocate for proper and full oversight of all audits.

Duties

The selectee performs systematic examination and appraisal of financial and non-financial records, reports, management controls, policies and practices affecting or reflecting the financial condition and operating results of programs and activities carried out by the DOE program offices, laboratories, field and site offices, power administrations, contractors, subcontractors, grantees, state and local governments, and affiliated entities. You will: Perform and coordinate complex audits for DOE and non-DOE activities, under the audit cognizance of the Deputy Assistant Inspector General for Audits, using different accounting systems and performing a wide variety of operations. Review and coordinate the findings of different auditors assigned to the audit teams, and/or consolidates the findings of several audit teams. Develop audit instructions, coordinating the audit, organizing findings, and securing acceptance of the recommendations. Interpret policies and procedures developed in response to inquiries and personal liaison with external audit agencies of the federal government.

Qualifications

Individual Occupational Requirement/Positive Education requirement (Auditing series 0511): Degree: auditing; or a degree in a related field such as business administration, finance, public administration, or accounting; OR Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: A. Certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; OR B. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. Equivalent combination of education and experience are qualifying for this grade level. SPECIALIZED EXPERIENCE REQUIREMENTS: Have at least one year of specialized Auditor (Performance) experience equivalent to the GS-12 grade level or equivalent pay band in the Federal service performing systematic examination and appraisal of financial and non-financial records, reports, management controls, policies and practices affecting or reflecting the financial condition and operating results of programs and activities. Specific work experience must demonstrate the following: 1) Provide professional knowledge of accounting and auditing necessary to conduct very broad audit assignments requiring an integrated analysis of several different operational programs and accounting systems; 2) Develop or choose the areas of coverage and plans to coordinate the efforts of the audit team in achieving objective(s); and 3) Perform complete performance audits of organizations and programs having financial responsibilities diverse and complex enough to involve specialized accounting systems including subordinate, subsidiary, and affiliate accounting systems.
