Duties

The position serves as the Chief Ranger of the Division of Visitor and Resource Protection (V&RP) of both Morristown National Historical Park and Thomas Edison National Historical Park. The Chief Ranger is responsible for leadership and management of the Visitor and Resource Protection program and is a key member of the park's leadership team. The incumbent directs all law enforcement, fire, physical security, safety, emergency services, medical services and visitor and resource protection of the parks. Serves as a subject matter expert and advisor to the superintendent on all matters of law enforcement and visitor/resource protection. This is an administrative position in an organization having a law enforcement mission. A Type I Law Enforcement Commission is required, and the incumbent must meet physical fitness standards to maintain commission. The Visitor and Resource Protection Program at the two parks is unique considering that they are located 23 miles apart in northern New Jersey. Each park has its own unique issues of physical security, resource protection, and trail use. Morristown NHP is made up of four non-contiguous park areas spread approximately 5 miles apart from park headquarters in Morristown to surrounding communities and is located within two counties. Thomas Edison NHP is located within the urban core of the Township of West Orange. The Chief Ranger provides direct supervision and leadership to the following subordinate staff: five permanent Law Enforcement Officers (GL-09). GS-12, As a Supervisory Park Ranger you will lead daily operations and direct the completion of collateral duties related to training and leadership. You will supervise GL-9 permanent and seasonal law enforcement rangers as well as non-commissioned staff and park volunteers. You will conduct and supervise the detection of criminal activity, investigation of criminal violations, and custodial arrests. You may prepare and execute warrants, interview witnesses, and detain suspects. You will ensure the completion of comprehensive written reports. You will conduct and/or supervise gathering of law enforcement, security, and intelligence information relating to the park, its facilities, events, mission, or visitors. You will set work goals and ensure all employees receive required training in a timely manner; identify operational requirements and make recommendations to your supervisor regarding programming, budgeting, training, administration, and evaluation of operations; and schedule patrols to maximize visitor contact with special consideration to problem areas. You will supervise and lead complex law enforcement, all hazard, emergency medical, and search and rescue operations as well as provide emergency medical services to park visitors and residents. In addition, you will participate in all aspects of employee supervision including performance planning and appraisals, employee recognition, and employee counseling. Work Schedule: You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. Probationary Period: If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. Travel: You may be required to travel overnight away from home up to 1 night per month. You must obtain a government charge card for travel purposes. Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Minimum Age Requirement: Applicants must be at least 21 years old. Financial Disclosure Requirement: The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your. Driver's License: You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. Uniform: You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. Governemnt Housing is available.

Qualifications

All qualifications must be met by the closing date of this announcement-03/29/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. Maintain liaison and partnerships with officials of Federal, state, and local law enforcement agencies and other organizations. Present information orally about work of the organization to others, such as the management team, regional offices, other work areas, etc. Consult and negotiate with top-level management officials and park partners to identify problems, develop solutions, and initiate new policies or procedures. Demonstrate understanding, tact, empathy, and concern in handling contentious or stressful situations. Assure that all supervisory and personnel management responsibilities for an organization are carried out in accordance with Federal laws and policies, including the recruitment, selection, training, counseling, and evaluation of employees. Encourage high performance through a variety of motivational techniques. Direct the development and review the status of annual work plans, performance standards, and standard operating procedures through subordinate supervisors. Monitor and evaluate the performance of subordinates for compliance with annual performance standards. Specialized experience is experience that equipped the applicant with the knowledge, skills and abilities needed to successfully perform the duties of this position. Examples of specialized experience include, but are not limited to, law enforcement or investigative work; archeological or historical preservation research work; forestry and/or fire management work in a park, recreation, or conservation area; management, assistant, or program specialist work involving the development and implementation of policy related to protection, conservation, or management of park areas or similar operations, or other similar work. Education

Law Enforcement Commission: This position requires applicants to possess, previously held (within the past three years), or be able to possess by entrance on duty or by 03/29/2024 a valid Type II (seasonal) or higher level National Park Service (NPS) Law Enforcement Commission (or equivalent), which requires completing training from an accredited institution, which currently consists of over 650 class hours and lasts on average 17 weeks. Please visit the Association of National Park Rangers' Seasonal Law Enforcement Training Program (SLETP) for additional information on approved training courses and equivalency for commissioning.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: Incumbent is required to meet medical standards and participate in a physical fitness program as described in RM-57. Assignments often require working long hours during emergencies and in stressful situations. The work requires travel via automobile, all-terrain vehicles, or by foot under a variety of climatic conditions. Subject to a wide range of hazards, both from apprehending law breakers, inclement weather, occasional lifting and carrying, and other hazards associated with the natural environment. The incumbent must be able to maintain the physical conditioning and fitness standards required to maintain a full law enforcement commission.

Working Conditions: The work environment is a combination of indoor and outdoor activity and settings. Work involves regular and recurring exposure to the out-of-doors and discomforts such as high noise levels, auto exhaust and fumes, biting insects, and weather extremes. Emergency service and law enforcement work requires entry into hazardous environments, exposure to dangerous persons, animals, and substances, and potential exposure to infectious diseases. Work is performed on foot, motorized vehicle, All-Terrain Vehicle (ATV), bicycle and other forms of transportation.
