Duties
As a member of the F&M team, the Human Resources Division's mission is to make the Office of Chief Counsel, IRS an employer of choice and a leader in human capital planning and management. It develops strategies and tools for recruiting and hiring a highly skilled and high performing workforce to support the Office of Chief Counsel, IRS mission. The Human Resources Division provides strategic human capital services to approximately 2,000 Chief Counsel employees in sixteen business units, located in Washington, D.C., as well as designated field offices across the United States. The Human Resources Division is committed to excellent customer service and to fairly and equitably identify and employ innovative recruitment, retention, and professional development programs and services in the areas of staffing, classification, payroll, and benefits.
As a Human Resources Specialist (Recruitment and Placement), you will:
Advise management in identifying, attracting, and retaining a diverse workforce. Perform research, analyze findings, and develop recommendations to improve recruitment and placement support for the organizational human capital management plan.
Identify and address complex human capital issues related to recruitment and placement objectives, processes, techniques, and methodologies. Apply a wide range of HR concepts, principles, laws, regulations, and practices in the areas of recruitment and placement. Study and advise managers and supervisors on staffing requirements, resources, and problems in assigned offices involving a high degree of complexity.
Consult with managers, supervisors, employees, etc. to interpret and apply laws, regulations, policies, etc. on various HR functions. Use current HR database systems to query, retrieve, and analyze information. (Such as HRConnect, NFC, etc.)
Use HR examining systems for recruitment and placement - USA Staffing.
Advise management on recruitment strategies, sources, and special programs. Provide guidance on merit system principles, prohibited personnel practices and use of valid selection criteria, and other approaches that may help in staffing the organization and in improving employee productivity, morale, and retention.
Research qualifications/skills needed to conduct job analyses with subject matter experts to distinguish well qualified applicants and the ability to learn the job in reasonable periods of time.
Process and certify a wide range of personnel actions such as reassignments, changes to lower grade, career ladder promotions, reinstatements, transfers, changes in work schedules, separations, etc.

For GS-12:
Specialized Experience: Your resume must detail at least one year of specialized experience which includes: creating occupational questionnaires and vacancy announcements using an automated Human Resources Information System(s); applying personnel processing policies to code personnel actions; determining applicant qualifications and issuing applicant referral lists; interpreting and applying civilian recruitment and placement laws, regulations, policies, and practices to provide advice and guidance to managers, supervisors, employees, and/or applicants; and resolving uncommon pay, recruitment, and placement issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
For GS-13:
Specialized Experience: Your resume must detail at least one year of specialized experience which includes: creating occupational questionnaires and vacancy announcements using an automated Human Resources Information System(s); applying personnel processing policies to code personnel actions; determining applicant qualifications and issuing applicant referral lists; interpreting and applying civilian recruitment and placement laws, regulations, policies, and practices to provide advice and guidance to managers, supervisors, employees, and/or applicants; and analyzing and resolving a variety of HR issues including those of a highly complex, sensitive, and controversial nature. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Time in Grade Requirement for GS-13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
