This position is located at Channel Islands National Park, in the Marine Resources Branch of the Natural Resources Management Division. Duties

Conducts intertidal, subtidal (using SCUBA and surface-supplied air diving techniques) and other biological monitoring to collect marine biological information, including species identification, density, number and other parameters, on marine invertebrates, algae, fish, and physical parameters. Identifies organisms to species level. Collects measurements of physical attributes of marine, estuarine or freshwater areas such as salinity, acoustics, wave height and temperature manually and/or with electronic instruments. Act as a lead diver/field technician for at least one other diver/field technician, providing leadership, direction and instruction to conduct the above-mentioned work, often in adverse environmental conditions. Provide planning and logistical support for all aspects of the park's marine monitoring programs for intertidal and kelp forest, and the park dive program, including equipment maintenance, and acquisition of supplies and equipment. Independently develops or designs various aspects of research, inventory, monitoring, restoration projects and/or management and manipulation of biological resources on the basis of overall objectives outlined by the supervisor. Interpret and document findings by preparing information to be included in manuscripts or preparing reports summarizing progress or results of research. Reports include literature research, descriptions of methods, data analysis, graphs, charts, etc. Physical Demands: The work is partially sedentary with prolonged standing, walking, and bending often required. Heavy items (e.g., equipment and packs up to 50 pounds) must be lifted and carried on a routine basis. Working Conditions: The work is performed in an office, laboratory, and in the field. Field work includes exposure to extreme weather conditions and terrain, pesticides, poisonous plants, biting insects, and wild animals. Laboratory work may involve exposure to hazardous chemicals. Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement-04/01/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. SELECTIVE FACTOR: You must possess a current open water and scientific diving certification from a recognized organization, be able to meet the National Park Service diving requirements within 30 days of entrance on duty AND have a minimum of 100 cold water, open ocean kelp forest dives. Experience and Certification MUST be notated in resume or application packet. - AND - To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-6 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as conducting various techniques of a subtidal biological marine monitoring program using SCUBA and/or surface-supplied air such as band transects, quadrats, random point contacts, video transects, fish transects, fish sizing, roving diver fish counts, size frequency measurements, artificial recruitment modules, video/photo documentation and use of remote temperature loggers. You must include hours per week worked. -OR- EDUCATION: Successful completion of one year of graduate education (18 semester hours) leading to a master's degree with major study in a related field of scientific or technical study, such as marine biology, ecology, zoology, biology, or fisheries biology. (You must submit a copy of your transcripts as proof of any claimed education). -OR- Successful completion of a combination of graduate education and specialized experience that together meet the qualification requirements for this position. To combine education and experience, divide your total months of experience by 12. Then divide your semester hours of completed graduate education by 18 (or 27 for quarter hours). Add the two percentages. The total percentage must equal at least 100 percent to qualify. IMPORTANT NOTE: If you are using education to qualify you must submit a copy of your transcripts. Training others and serving as subject matter expert in a marine monitoring program.You must include hours per week worked. -OR- EDUCATION: At least two full academic years of graduate education with major study in a related field of scientific or technical study, such as marine biology, ecology, zoology, biology, or fisheries biology. (You must submit a copy of your transcripts as proof of any claimed education). -OR- Combination of graduate education and specialized experience that together meet the qualification requirements for this position.
