Duties

The Financial Specialist will provide support to the Budget Analyst and complete accounting support to the field offices. The employee performs a variety of routine technical and recurring financial management tasks that are structured to increase the employee's competence in the application of financial management and accounting principles, procedures, and techniques. Duties typically include examining financial documents for proper accounting classification and authorization; performing reconciliations; analyzing a variety of accounts; entering and processing data into various accounts and the general ledger. Duties also include adjusting differences between the general ledger and subsidiary accounts; closing entries; preparing monthly trial balances and financial reports; and/or analyzing financial and statistical data from a variety of sources. Participates in the planning and performance of financial management studies that involve the analysis of interrelated administrative processes of budgetary, financial, procurement, and property management functions. Recommending adaptation of established procedures eliminate problems or to improve the operations under study. Participating in the review and evaluation of financial systems or effectiveness of internal controls and integrity of the organization's financial information; Analyzing processing flows, reviewing data in reports and financial statements, and identifying abnormal trends and control weaknesses. Reviewing and reconciling internal reports produced by the financial management system in order to determine compatibility of prior month status processes adjustments to correct or update reports. Preparing straightforward reports and statements that contain timely, accurate, and essential financial management information.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. To qualify for the GS-7, you must meet one of the following: one year of specialized experience, equivalent in difficulty and complexity to the next lower grade (GS-5). Examples include but are not limited to: Knowledge of financial management and accounting principles, practices, methods, and techniques. Knowledge of Federal financial and accounting regulations, procedures, policies, and precedents. Knowledge of procedures to enter, modify, retrieve, and delete information in an automated financial management system. Knowledge of the Department-wide financial system and reporting requirements of other agencies such as GAO, 0MB, and Treasury. Ability to use various types of software such as word processing, spreadsheets, local area networks, and macro techniques sufficient to perform a variety of routine financial management assignments, participate in planning and conducting financial management studies, conduct limited financial reviews, determine compliance with established financial management and accounting principles and standards, identify minor system problems, assist in the correction of internal control and reporting weaknesses, and prepare various types of financial and narrative reports, including analyzing, preparing, and entering accounting entries. -OR- 1 full year of graduate level education in a related field of study. -OR- Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. -OR- A combination of Specialized Experience and Qualifying education To qualify for the GS-9, you must meet one of the following: one year of specialized experience, equivalent in difficulty and complexity to the next lower grade (GS-7). Examples include but are not limited to: Knowledge of, and the ability to apply financial management concepts, principles and techniques. Knowledge of the Department-wide financial system and the reporting requirements of other agencies such as GAO, 0MB, and the Department of the Treasury. Knowledge of the Federal budget process and appropriation structures sufficient to participate in the planning and performance of financial studies; conduct limited financial reviews, determine compliance with generally accepted financial principles and standards, and identify minor problems; assist in the correction of internal control and reporting weaknesses; and monitor fiscal year and quarterly limitations on apportionments and obligations. -OR- master's or equivalent graduate degree in a related field of study. or 2 full years of progressively higher-level graduate education leading to such a degree. -OR- A combination of Specialized Experience and Qualifying education Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Work Environment: Work is performed in an office setting with adequate light, heat, and ventilation.
