The Northeast Ohio Veterans Affairs Healthcare Network is recruiting for an Assistant Housekeeping Officer. The Assistant Housekeeping Officer will function in Environmental Management Service.

Duties

Maintain operations by leading over 170 authorized staff including multiple subordinate Section Chiefs, Supervisors, Training Specialist, Administrative Officer, Program Support Assistant, Environmental Protections Specialist, Machine Operators, Management Analyst, Linen Supervisors, and Sewing Machine Operator as well as specialized Housekeeping Aids and Leads with specialized skills for critical areas. Consider a broad spectrum of factors including Joint Commission, Centers for Disease Control, Association for the Advancement of Medical Instrumentation, Infection Control and Prevention, and Occupational Safety and Health Administration requirements, public relations, economic impact, labor management relations and effect on overall facility activities. Responsible for ensuring environmental regulatory compliance in the service by the effective implementation of applicable environmental programs and Standard Operating Procedures (SOP's), ensuring all service staff receive applicable environmental compliance training, and that all staff are aware of the FHCC GEMS program. Reviews and evaluates activities within the Sanitation Section to measure the extent of achievement of objectives and to evaluate the effectiveness of cleaning methods, techniques, and procedures. Within the framework of priorities, funding and overall project objectives, the incumbent works with the Program Leaders (Potentially Infections Medical Waste Program, Employee Uniform Program, Environmental Management Service Education and Training Program, etc.) to develop mutually acceptable program plan which identifies the work to be done, the scope of the program area, and the deadlines for completion. The incumbent exercises independent judgment and initiative in directing the accomplishment of assigned work operations and program management responsibilities within the limits established by Facility Support Directorate. Incumbent is responsible for adherence to all provisions of the Equal Opportunity Program in accordance with Office of Personnel Management and VA regulations and established medical center guidelines. Conducts regular and recurring contact with VISN Officials, VA Officials and other agencies including Occupational Safety and Health Administration, and Department of Labor and is a member variety of committees throughout the Hospital and at the National Level, offering guidance as a Senior Advisor to top management officials. Interprets local and agency policies, and drafts policies for Local Facility approval. Administers labor management agreements, meets and confers with Union Officials to resolve problems arising from interpretation or application of contract agreements. Ensures Equal Opportunity Guidelines for staff. Evaluate completed work for compatibility with organizational goals, guidelines and overall effectiveness and economical use of personnel, equipment, materials, and methods to meet goals, quality standards and achieving intended objectives. Completed work is also reviewed critically outside the employee's immediate program area by additional supervisors and leaders within Environmental Management Service whose programs and employees would be affected by implementation of changes and recommendations. Familiarizes self with how Environmental Management Service activities impact VA's goal to implement sound stewardship practices that are protective of the air, water, land, and other natural and cultural resources. In accordance with the goals of the VA GEMS program, supports activities that seek to cost-effectively meet or exceed compliance with applicable Federal, State and local environmental; public health; and resource protection laws, regulations, and VA requirements. Provides direction and overall responsibility regarding pest control activities. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/05/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience that demonstrated a practical working knowledge of the basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and/or sterilization of surfaces and equipment. Experience in laundry and linen management. Experience in interior design management. Experience that demonstrated a knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition. Experience that demonstrated a knowledge of pest management, including alternative methods of control and the selection and application of chemicals. Physical Requirements: Due to this large area covered the employee will do a lot of moving across the areas supervised. The work will require some physical exertion such as long periods of standing, or recurring and considerable crouching, bending, standing, stooping, stretching, or walking such as in performing cleaning activities if needed and possible inspections of employees/ contractors' work. Work could also include frequent lifting of moderately heavy items weighing less than 23 kilograms (i.e., under 50 pounds) such as boxes and equipment.
